If so, the Virginia Department of Transportation is excited to announce an opportunity to serve as a Talent Acquisition Specialist in our Central Office. This position is located in Richmond, Virginia.

The successful applicant will possess excellent communication and organizational skills and have demonstrated success with creating and leveraging sourcing channels to build robust talent pools to address priority and recurring hiring needs. They will understand the value providing an excellent candidate experience and how to build trust and rapport in order to facilitate the selection process and hire top candidates who will "Keep Virginia Moving" today and into the future.

Position specific responsibilities and duties will include, but are not limited to:

Recruitment Planning
Collaborate with HR, hiring managers and leaders to proactively plan and develop a competitive recruitment plan to support current and future business needs. Participate in workforce planning discussions as needed to provide insights on market conditions and potential recruitment challenges. Promote diversity and inclusion in recruitment plan to ensure outreach to minorities, disabled individuals and veterans.

Sourcing & Recruitment
Proactively source talent through LinkedIN and other referral networks. Create advertisements via social media channels and job boards that resonate with the intended audience. Effectively engage and communicate with candidates at each step of the process to ensure a high-touch and best in class candidate experience. Create talent pools within the Applicant Tracking System (ATS) to facilitate nurturing and candidate engagment activities. Participate in outreach events as needed to engage job seekers as a VDOT brand ambassador.

Talent Pipeline Management
Create a talent network using social media to leads & candidates informed, interested and feeling encouraged to apply for future opportunities. Build and maintain a database of applicants and skill sets for current and future needs. Utilize database to streamline workflow and team activities with shared projects, searches, profiles, and applicant notes. Generate reports and data to assist with hiring needs and challenges. Prepare and review production reports with stakeholders to create mutual understanding of talent pipeline efforts, progress and opportunities to improve and maintain a competitive edge in attracting top talent.

Applicant Screening
Screening applications, preparing and conducting interviews, coordinating background checks and preparing selected candidates in becoming future VDOTers.

Selection and Salary Negotiations
Support stakeholders with analyzing salary and compensation recommendations, and be well versed at having difficult salary conversations in order to bring about salary resolutions.

Human Resources Functional Support
Provide support as needed to stakeholders with additional Human Resources Functional areas, such as Benefits, Employee Relations, Workforce Development, Performance Management and Classification/Compensation.

Minimum Qualifications
  • Demonstrated success with candidate recruitment across multiple disciplines; experience in
    utilizing traditional and non-traditional recruiting techniques.
  • Ability to develop strategies to improve customer services, program efficiency and
    effectiveness, and function as a team member with other HR staff.
  • Ability to analyze data and reach conclusions which are logical and legally supportable, and
    counsel and advise managers and employees in the resolution of HR issues.
  • Strong skills in use of computers using MS software, web-based applications and automated
    HRIS systems.
  • Extensive knowledge of the principles, practices of talent sourcing, recruiting, screening,
    selecting, hiring and on-boarding job candidates.
  • Working knowledge of human resources functional areas and business practices.
  • Ability to work in a fast paced and innovative environment.
  • Ability to develop and execute creative and advanced sourcing strategies to identify the
    talent necessary (active and passive candidates) to meet business goals and sustain robust
    candidate pipelines.
  • Knowledge of full life cycle recruiting process.
  • Ability to effectively communicate verbally and in writing, with hiring managers, prospects,
    applicants, employees, colleagues and external partners.
Additional Considerations
  • SHRM-CP, SHRM-SCP or PHR, SPHR desired.
  • A combination of training, experience or education in Data Analytics, Human Resources,
    Business, Communications, Marketing Research or related field desired.
  • Recruitment or candidate sourcing experience within a similar fast-paced environment. Full
    life cycle recruiting experience desired.
  • Sourcing experience with sites such as LinkedIn, Indeed, Careerbuilder and Handshake.
  • Experience attending outreach events such as Career fairs and networking events.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
