The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the CAO's Office of Talent and Development within the Human Resource (CAOHR) Business Unit. CAO HR provides personnel services to CAO employees and targeted services to the Congressional community, including confidential counseling, well-being initiatives, the HR Hub, the House Resume Bank, and career transition programs for Veterans, Gold Star Family Members, and Active-Duty Military Spouses.

Qualifications
- Serves as an expert in offering Career Development activities that include candidate consultations, resume reviews, mock interviews, LinkedIn profile reviews, and providing advice on navigating the resources of the Human Resources Hub.
- Offers consultative guidance for best practices tailored to help Members, Committees, and Leadership offices recruit, hire, develop, promote, retain, and engage staff.
- Assists with the design, development, implementation, and updates of the HR Hub to ensure Member, Committee, and Leadership Offices have access to best practice tools, tips, and resources.
- Hosts professional development workshops and delivers presentations to new and departing staff.
- Task management of the House Resume Bank, LinkedIn, and House Vacancy Announcement and Placement Service system activities, and establishment of the New Member Resume Bank.
- Establishes rapport with local colleges and universities, attending career fairs and outreach events to bring awareness to careers on the Hill.
- Supports internal stakeholder requests for vacancy postings, resume services, and HR Hub resources.
- Plans strategic recruitment activities, such as career fairs and/or festivals, to include career-focused convenings spanning both the Washington, DC and district areas.
- Helps to manage internal and external correspondence, to include oversight of the office's email box.
- Develops and implements diversity, equity, inclusion, and accessibility strategies and programs to help the House of Representatives become and remain an employer of choice.
- Supports mixed method data collections to measure data points across the applicant and/or employee lifecycle.
- Completes appropriate after-action reviews and recommends program enhancements.
- Implements internal workplace policies, standards, procedures, practices, as well as training and communication programs and plans.
- Performs other official duties and special projects as assigned.
