Position Information

The San Antonio District is hiring for a Technical Project Manager I or II for our Kerrville Area Office - covering Kerr, Kendall, Bandera, and Uvalde Counties. The KAO is looking for a motivated, diligent candidate who will be responsible for monitoring construction activities to ensure compliance with plans and specifications. For this position, the role will also include training less experienced employees. Annual Salary Ranges

Technical Project Manager I (B24): $65,104- $106,634

Technical Project Manager II (B26): $76,530- $129,430

T his position is for (1) Technical Project Manager I or II, depending on business needs and applicant qualifications. TxDOT reserves the sole right in determining the level of position based on business needs and the applicant's work experience, education, skill level and all other appropriate factors.

Position Description

Oversees and performs advanced engineering, architectural, construction inspection or other technical project management work. Provides leadership and oversight related to all aspects of architectural or engineering construction projects by planning, and controlling all elements of the project OR oversees one aspect of multiple engineering construction or otherwise technical projects. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for oversight of all quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. Serves as a Lead Worker. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Essential Duties:

Technical Project Manager I

  • Responsible for leading and coordinating oversight of multiple technical projects.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Directs, develops, and evaluates projects using accepted project management methodologies.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Serves as a project leader.
  • Performs other job responsibilities as assigned.


Technical Project Manager II

In addition to the duties listed above

  • Provides technical assistance in resolving construction problems related to contract administration.
  • Reviews and recommends proposals and bids to management.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and objectives.


Minimum Qualifications:

All Levels:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basi s. Substitutions for Minimum Qualifications

Experience:

Technical Project Manager I: 5 years construction project management; project management, process engineering and business process improvement methodologies.

Technical Project Manager II: 6 years construction project management; project management, process engineering and business process improvement methodologies.

(Experience can be satisfied by full time or prorated part time equivalent)

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.


Competencies:

  • Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Applicable project development (planning, environmental, right of way, design, letting, construction, and project close out) document preparation, review, processing and compliance requirements
  • Project Delivery Process
  • Applicable laws, rules, and regulations
  • Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations
  • Critical Path Method for managing projects
  • Addressing changes in scope and budget
  • Operating computers and applicable computer software
  • Analyze complex information and develop plans to address identified issues
  • Project management theories and practices applicable to highly complex projects
  • Communication planning, training planning, and related change management disciplines


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
