Job Description

THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.

We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.

The Texas Higher Education Coordinating Board (THECB) is seeking a talented, self-motivated, and enthusiastic individual to support the accounting and reporting functions at the agency. The position will focus on general ledger accounting, account reconciliations, and financial reporting functions. The ideal candidate will be a team player with a results-driven focus, who can demonstrate how their skills and competencies can add value to a department that operates in a dynamic and fast-paced environment.

General Description:

Performs senior level work related to accounting and reporting for the Financial Services Division of the Texas Higher Education Coordinating Board (THECB). Work involves supervising a department with responsibilities that include preparing account reconciliations, performing general ledger accounting work, and analyzing and reporting on financial data. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports to the Director of Financial Accounting, Reporting and Budgeting.

General Duties and Responsibilities:

• Supervise the accounting and reporting functions within the department to meet tight internal and external deadlines.

• Prepare complex general ledger accounting entries in both internal and external accounting systems, which involve budgets, encumbrances, real and nominal accounts, and accruals.

• Monitor the posting and releasing of journal entries in accounting systems.

• Prepare and review account reconciliations between internal/external accounting systems as well as payment feeder systems.

• Oversee the preparation and transmission of IRS 1099 reports.

• Prepare loan accounting and related reports for the agency's student loan portfolio.

• Participate in the monthly and year-end closing processes.

• Prepare monthly, quarterly, and ad-hoc financial reports to agency departments as well as third party entities.

• Develop systems to streamline operations to yield operational efficiencies.

• Oversee the development and maintenance of accounting processes and controls to maintain the integrity and accuracy of financial data.

• Assist in planning accounting procedures to control the flow of financial information from initial entry to final reports.

• Give technical assistance to division staff in handling unusual or complex accounting transactions.

• Function as back-up to other parts of the work-unit as necessary.

• Keep abreast of legislative changes, both state and federal, which affect management of funds.

• Perform related work as assigned.

Knowledge, Skills, and Abilities:

• Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).

• Ability to oversee projects in a lead capacity, involving multiple divisions across an organization.

• Ability to perform intermediate to advanced level financial analysis work.

• Ability to perform advanced and/or senior level general ledger accounting and financial reporting work.

• Skill in using Microsoft Office, with an advanced level of proficiency in Microsoft Excel.

• Skill in using automated financial reporting and accounting systems.

• Ability to devise solutions to complex problems.

• Ability to plan, organize, effectively manage, and complete multiple priorities concurrently, and to keep management abreast of issues.

• Ability to work effectively with limited supervision.

• Ability to communicate effectively both orally and in writing.

Qualifications:

Required Minimum Education and Experience:

• Bachelor's degree from an accredited four-year college or university with major course work in accounting, finance, business, or a closely related field.

• Five years of full-time experience of increasingly responsible professional-level work in all the following disciplines: financial analysis, accounting, and reporting of complex financial data.

• Two years of full-time experience supervising a team of direct reports.

Preferred:

• Knowledge of state and federal laws.

• Experience in Texas State Government accounting, including extensive experience with Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS).
