BRIEF POSITION SUMMARY

Performs complex (journey-level) real property inventory management and record keeping. Assists with managing and reporting real property data, requiring significant administrative work and hands on research. Reports to the senior Real Property Manager and works under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Conducts fieldwork, such as inspecting, validating, and capturing/documenting inventory of real property assets (involving periodic travel).
  • Manages inspection schedule for assigned region/properties to ensure minimum requirements are met.
  • Reviews plans and specifications, gathering information for entry/modification of asset/facility data in the real property database.
  • Utilizes basic math skills to measure and calculate lengths and areas of facilities.
  • Demonstrates ability determine facility construction types and uses, and appropriate database system coding.
  • Assists in preparation of leases, permits, contracts and other real property/real estate agreements.
  • Maintains records of property agreements and asset information files, which may be in paper and/or electronic format.
  • Conducts research to determine utilization of state-owned real property assets and document as appropriate.
  • Assists with state and federal audits as necessary.
  • Reads and interprets military regulations in order to perform job duties.
  • Maintains electronic real property records in Planning Resource for Infrastructure Development and Evaluation (PRIDE) and Head Quarters Information Installation System (HQIIS) real property databases.
  • Populates forms for updating real property database and assists other personnel in completion of these forms.
  • Helps to ensure accuracy of real property data and makes necessary corrections in real property database.
  • Creates and manages required facility information document folders.
  • Assists with the preparation of periodic reports on the status of various properties, license expirations and related matters.
  • Entry of property information and requisitions into the Centralized Accounting and Payroll/Personnel System (CAPPS) resource management system.
  • Follow up and track lease and other payments through CAPPS, interfacing with other agency entities as necessary.
  • Respond to National Guard Bureau and Office of State Administration data calls.
  • Negotiates commercial leases for agency use.
  • Ability to manage multiple tasks and projects, while smoothly transitioning between changing priorities.
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.




Qualifications:

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution Allowed)


PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in business administration or related field is preferred.


EXPERIENCE:

  • Three years' experience in real property inventory management work is required.
  • Experience using Microsoft Office (such as Outlook, Word or Excel) is required.
  • Experience in reading and interpreting construction plans/drawings is required.


PREFERRED EXPERIENCE:

  • Experience in State and/or Federal records management procedures is preferred.
  • Experience working in a military environment preferred.
  • Experience working in Planning Resource for Infrastructure Development and Evaluation (PRIDE) and/or Centralized Accounting and Payroll/Personnel System (CAPPS) databases preferred.


SUBSTITUTION:

  • Additional years of experience in real property management work may substitute for required education on a year-per-year basis.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. A satisfactory driving record is required for operating state or federal vehicles to conduct agency business.


OTHER REQUIREMENTS:

  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. This position requires approximately 25% travel and outdoor activity to conduct site visits. Work requires extensive use of a desktop computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
