BRIEF POSITION SUMMARY

Performs complex (journey-level) property management work for the Texas Air National Guard at Ellington Field, Houston, TX in accordance with federal laws, DoD regulations, Air Force Instructions, and National Guard Bureau policies. Provides professional real property/accountability appraisals and negotiations. Assists with managing and reporting real property data requiring significant administrative work and hands on research. Reports to the Base Civil Engineer and works under general supervision with moderate latitude for the use of initiative and independent judgment. Definition of REAL PROPERTY: fixed property, principally land and buildings.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Manages, oversees, and accounts for the installation's real property inventory on behalf of the Base Civil Engineer.
  • Conducts fieldwork, such as inspecting, validating and capturing/documenting inventory of real property assets (involves periodic travel).
  • Responsible for the maintenance of formal real property records and financial information in the Integrated Engineering Management System (IEMS); and serves as the systems administrator for the NextGen Real Property Management System, physical copy, and representation in the Installation Geospatial Information System (IGIS).
  • Conducts annual identification of real property assets, ensures the real property inventory accurately reflects all facilities, assigned occupants and users, and/or excess and is present in IEMS NextGen. Conducts 5-year physical inventories. Prepares inventory reports. Reconciles IEMS and NextGen and APSR for buildings, structures, linear structures, and land assets. Makes timely updates to the IEMS and NextGen.
  • Manages facility utilization. Collects installation facilities characteristics annually. Determines space authorizations for each Category Code based on Air National Guard Facility Space Standards. Coordinates with NGB/A4A for updates to the installation's space authorization report. Prepares functional standard and variance requests. Recommends proper Category Code assignment for all facilities and records changes in IEMS and NextGen.
  • Conducts boundary inspections and maintains supporting documents. Performs ingrant and outgrant compliance inspections annually and maintains supporting documents. Inspection includes physical use and compliance with instrument conditions. Ensures accurate representation of all grants, including those involving the obtaining of real property, in both IEMS and NextGen.
  • Assists with managing and performing actions to capitalize real property improvements. Assists with determining cost allocations for each capital improvement.
  • Prepares or coordinates preparation of DD Form 1354, Transfer and Acceptance of DoD Real Property. Records DD Form 1354 information in NextGen and ensures facilities are included in the IEMS.
  • Prepares and coordinates all real property action requests, such as acquisitions, disposals, joint use agreements, ingrants, and outgrants.
  • Maintains the official file for all installation real property actions to include executed agreements and supporting documentation.
  • Reviews, develops, and implements policies and procedures for the installation real property management program.
  • Consults with and advises installation, state, federal, local officials, and private entities on the acquisition, use and disposal of real property managed by the TX Air National Guard.
  • Serves as the immediate source of information regarding real property interests managed by the TX Air National Guard.
  • Prepares real property reports, analyses, investigations, and special projects. Products include conclusions, recommendations, and appropriate work plans, which may be presented verbally, electronically or in writing as requested.
  • Prepares and conducts presentations at the installation Facilities Board for real property actions.
  • Coordinates with the Civil Engineer Operations section for inventory of Real Property Installed Equipment (RPIE). Makes determinations of RPIE and where unable to make a determination, prepares a Real Property Installed Equipment Determination Request for the BCE or NGB/A4AIR. Performs review of Work Orders for real property implications.
  • Assists with negotiating, developing, and preparing leases, permits, contracts, and other property agreements.
  • Develop competence in deciphering construction plans and documents.
  • Attends relevant training to maintain the essential functions of the position.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions and other requests to include holidays, evenings and weekends.
  • Performs related work as assigned.




Qualifications:

MINIMIUM QUALIFICATIONS EDUCATION:

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution allowed)


PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in business administration or related field is preferred.


EXPERIENCE:

  • Three years of experience in real property, real estate, property management, facility management, community planning or related field, with responsibility for program implementation, instruction, guidance, and evaluation is required.
  • Experience using Microsoft Excel, Word, PowerPoint, and Outlook is required.


PREFERRED EXPERIENCE:

  • Experience preparing real estate instruments is preferred.
  • Experience with AutoCAD and GeoBase is preferred.


SUBSTITUTION:

  • Additional years of relevant work experience may substitute for the required education on a year-per-year basis.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. A satisfactory driving record is required for operating state or federal vehicles to conduct agency business.


OTHER REQUIREMENTS:

  • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. This position requires approximately 25% travel and outdoor activity to conduct site visits. Work requires extensive use of a desktop computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
