The ODOT District 12 Capital Programs Department has a vacancy that requires the expertise of a licensed professional engineer. A sample of common tasks for this position are below:

TE3 - District Environmental Coordinator
  • Prepares necessary environmental documents and reports, reviews environmental documents, coordinates with and provides guidance to the Office of Environmental Services (OES), Local Public Agencies (LPA's), and consultants.
  • Review environmental impact statements, environmental assessments, and environmental reports (e.g., air, noise, water, historical, etc.), and provide comments.
  • Provides environmental clearance on appropriate projects and coordinates more complex projects with Central Office ODOT Staff.
  • Establishes and attends project development-related meetings, and conference calls to ensure the success of ODOT's program.
  • Supervises/leads a team of lower-level support personnel by assigning tasks, monitoring work progress, and evaluating the work completed.
  • Conducts public involvement meetings to communicate project issues and ODOT's program.
  • Assist with scoping, plan review, and/or design for capital improvement plans.
  • Manages the National Environmental Policy Act (NEPA) review process to avoid, minimize, and mitigate environmental impacts in the environmental planning stage for all projects.

Official Position Description:

Acts as staff specialist, Environmental Engineer, (i.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable), &/or supervises/leads team of lower level transportation engineers, technicians, &/or support personnel by assigning tasks, monitoring work progress, & evaluating the work completed on highway plans. Performs other supervisory responsibilities (i.e. completes performance evaluations, coaches staff, approves leaves, provides for environmental training of district staff in coordination with OES) for subordinate staff. Assesses feasibility & soundness of proposed engineering designs/complex plans from an environmental perspective & designs or oversees design changes to incorporate findings. Prepares necessary environmental documents & reports; reviews environmental documents, coordinates with & provides guidance to the Office of Environmental Services (OES), Local Public Agencies (LPA's), & consultants. Assures accurate & timely updating of the program (i.e., ELLIS) & assures their business rules, policies & procedures are implemented,, used, & maintained as standard business practice in designated work environment;

Represents organization at conferences to resolve questions. Signs engineering documents & plans as Registered Professional Engineer; generates &/or reviews special reports, roadway designs, environmental impact statements, environmental assessment, reviews complex engineering reports (e.g., air, noise, water, historical, etc.) & related environmental documents to provide for effective implementation in order to determine needed plan designs & other project changes; has authority to approve use of contingencies (i.e., quantity & plan design); Formulates, distributes, & approves District Programmatic Categorical Exclusions; conducts & documents environmental field reviews for all District projects to ensure project adaptability & prepares design changes to final plans to solve plan implementation problems Operates state vehicle to conduct inspections & testing (e.g. asbestos inspections, noise analysis). Acts as the District Scenic Highways & Byways Coordinator.

Directs engineering/technical activities on behalf of supervisor to plan, schedule & coordinate work, assists in development of section policy, budget preparation &/or long range planning. Acts as liaison with other agencies to initiate, program, scope or schedule projects; coordinates activities & monitors progress of projects in preliminary development. Advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area of expertise (e.g., reviews consultant proposals, agreements, modifications, & invoices for all environmental contracts

Assist supervisor or higher-level engineer regarding unusual or complex problems; attends meetings; prepares & maintains correspondence files as a result of meetings with public officials, consultants, utility companies & ODOT officials. Testifies in civil court proceedings as employee of Department. Represents department at conferences to resolve questions. Operates state vehicle to travel throughout district to conduct field reviews of project implementation &/or review site of proposed project to ensure project adaptability.

Qualifications
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
