Position Information

TxDOT's Houston District is seeking three Transportation Engineers for our Fort Bend/Waller Area Office located in Rosenberg, Texas. These positions will be a part of our design and engineering support section, primarily responsible for delivering construction and maintenance plans for Fort Bend and Waller Counties. (A candidate hired as a Transportation Engineer V may be designated as Lead Worker to oversee the section.) You will have the opportunity to work on a wide range of projects from small-scale routine maintenance projects to major highway reconstruction projects. These positions will also be involved with other engineering support tasks such as identifying and prioritizing short and long-term transportation needs, construction plans and permit review, investigating concerns from the public, and providing construction support. Position Description

Transportation Engineer III

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assumer direct accountability for the work product.

Transportation Engineer V

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance, and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer III

  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development.
  • Assists Area Engineers with construction contract administration matters.
  • Coordinates and monitors assigned projects/programs/plans.
  • Coordinates maintenance matters with Area Engineers.
  • Coordinates with Area Engineers and reviews area office contract submissions.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting.
  • Trains engineering staff.
  • Performs other job responsibilities as assigned.


Transportation Engineer IV

Includes all essential duties listed for Transportation Engineer III as well as:

  • Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
  • Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Performs other job responsibilities as assigned.


Transportation Engineer V

Includes all essential duties listed for Transportation Engineer III and IV as well as:

  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
  • Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.
  • Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties.
  • Leads/Trains professional and administrative staff.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Transportation Engineer III

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer *


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer IV

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

    • Utilities such as water and electrical services
  • Expert skill in:
    • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
    • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations


Transportation Engineer V

Includes all competencies listed for Transportation Engineer III and IV as well as:

  • Extensive knowledge of:
    • Highway construction design applications
    • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

    • Environmental engineering as it relates to transportation

Physical Requirements and Working Conditions:

Transportation Engineer III, IV, and V

  • Subject to inside and outside environmental conditions
  • Required to wear protective gear - respirator, hard hat, or other device
  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Talking - expressing or exchanging ideas by spoken words
  • Hearing - perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
