Position Information

The candidate for this position will serve as a Transportation Engineer in our Traffic Signal Construction and Maintenance in the Houston District. Candidates hired as Transportation Engineer V's will be in a lead role. As Transportation Engineers successful candidate will be expected to participate or lead the signal timing engineering group that handles signal timing design, signal communication design, installation of traffic signal communication systems, its operations and maintenance. The candidate will also participate in managing professional engineering consultant procurement and management, issue work authorization requests, review work schedule and deliverables, provide support to District Construction Section and Area offices, and participate in signal turn-on for completed projects.

Salary Ranges:

Transportation Engineer III (B26)

  • Minimum Monthly Salary: $6,073.83/mo.
  • Maximum Monthly Salary: $10,272.25/mo.


Transportation Engineer IV (B27)

  • Minimum Monthly Salary: $6,681.17/mo.
  • Maximum Monthly Salary: $11,299.50/mo.


Transportation Engineer V (B28)

  • Minimum Monthly Salary: $7,349.25/mo.
  • Maximum Monthly Salary: $12,429.58/mo.

Position Description

Transportation Engineer III

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Transportation Engineer V

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer III

  • Provides technical assistance for the development of rural ITS/traffic management corridors.
  • Performs data collection, analyses, forecasts and plan development.
  • Interprets manuals and required guidelines for traffic operations.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Assists in developing and monitoring budgets.
  • Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
  • Coordinates traffic engineering studies and traffic counts.
  • Assists Area Engineers with construction contract administration matters.
  • Performs other job responsibilities as assigned.


Transportation Engineer IV

The essential duties of this job include those listed above and the following:

  • Coordinates and monitors consultant contracts related projects.
  • Oversees the development and support of transportation operations systems.
  • Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.
  • Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management md/or traffic safety projects.
  • Assists in utilization of available funds to improve and install traffic control devices.
  • Designs, installs, maintains and repairs all traffic management computer/communication/video systems and/or traffic signals, radios, and railroad crossing equipment.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Makes presentations and represents TxDOT.
  • Performs other job responsibilities as assigned.


Transportation Engineer V

The essential duties of this job include those listed above and the following:

  • Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects.
  • Gives presentations on TxDOT research program activities to departmental personnel and outside entities.
  • Analyzes and recommends approval for use of consultants and facility contracts.
  • Coordinates maintenance matters with Area Engineers.
  • Develops traffic engineering and traffic management system policies, procedures and standards.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Leads/Trains professional and administrative staff.
  • Responsible for Intelligent Transportation System operations.
  • Responsible for Traffic Engineering operations.
  • Responsible for Traffic Systems Management.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education:

Transportation Engineer III, IV, and V

    • Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.


Experience:

    • Transportation Engineer III
      • 6 years engineering, transportation engineering, or related engineering experience.
    • Transportation Engineer IV
      • 7 years engineering, transportation engineering, or related engineering experience
    • Transportation Engineer V
      • 8 years engineering, transportation engineering, or related engineering experience


(Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Transportation Engineer III, IV, and V

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer *
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Subject to inside and outside environmental conditions
  • Required to wear protective gear-respirator, hard hat, or another device.
