Position Information

TxDOT Transportation Planning and Programming Division is seeking a motivated individual to join the Statewide Transportation Improvement Program (STIP) team. The STIP is a critical path program for the agency, documenting all federal and many state funded projects in Texas. TxDOT's STIP is a 4-year program exceeding $50B. Planner III - B22 Salary Range $60,000.00 - $75,000.00

Planner IV - B24 Salary Range $65,000.00 - $85,000.00

Planner V - B26 Salary Range $75,000.00 - $95,000.00

Position Description

Planner III:

Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Planner IV:

Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Planner V:

Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Planner III

  • Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
  • Reviews and prepares correspondence, reports, studies, gives briefings, and makes presentations regarding program activities.
  • Conducts or participates in Regional Planning Meetings.
  • Conducts Program Development Meetings with sponsors to identify requirements, exchange information, and keep informed on the status of projects.
  • Conducts research and analysis on complex issues, legislation, departmental policies and assists in developing departmental policy positions pertinent to those issues and areas of expertise.
  • Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state, and federal agencies.
  • Develops and implements short and long-range local and statewide plans and projects.
  • Monitors and analyzes activities of assigned functional areas and provides information that may impact them.
  • Performs other job responsibilities as assigned.


Planner IV

All the Above and:

  • Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports.
  • Performs analysis of data and preparation of reports
  • Monitors and analyzes activities of assigned functional areas and provides information that may impact them.
  • Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
  • Reviews and prepares correspondence, reports, studies, gives briefings and makes presentations regarding program activities.
  • May serve as a lead worker


Planner V

All the Above and:

  • Assists with the development and updating of department policies and procedures relating to specific program(s) or business area(s).
  • Develops and oversees statewide programs
  • Serves as a planning and programming resource for the department, other state agencies, regional and local agencies, and the public.
  • Arranges and participates in field reviews with Federal Highway Administration personnel in order to foster better understanding of local, state and federal objectives and promote interagency cooperation.
  • Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards.


Minimum Qualifications:

Education:

  • Bachelor's degree in transportation planning, engineering, business admin or related field.
  • Relevant experience may be substituted for degree on a year-per-year basis. Substitutions for Minimum Qualifications OR related graduate-level education may be substituted for experience on a year-per-year basis.


Experience:

  • 3 years planning, research or legislative analysis-related activities.
  • Experience can be satisfied by full-time or prorated part-time equivalent


Planner IV:

Education:

  • Bachelor's Degree in Transportation/Urban Planning, Engineering, Business Admin or related field.
  • Relevant experience may be substituted for degree on a year-per-year basis. Substitutions for Minimum Qualifications OR related graduate-level education may be substituted for experience on a year-per-year basis.


Experience:
