The Governor's Office of Land Use and Climate Innovation (GO-LUCI) is recruiting to fill one (1) limited term, Principal Transportation Planner position within the State Planning and Policy Development, Judicial Streamling Branch. This is a 12-month limited term position which may be extended to 24 months and may become permanent.

Under supervision of the Judicial Streamlining Program Manager, the Transportation Policy Specialist provides technical analysis and guidance to support implementation of the California Environmental Quality Act (CEQA) Judicial Streamlining Program, which combines both the SB 7 Environmental Leadership Development Project Program and the SB 149 Infrastructure Streamlining Program. Judicial Streamlining Program staff assist the Governor in determining if the statutory criteria for certification have been met. If a project has been certified by the Governor for judicial streamlining and a CEQA lawsuit is filed, the courts must use expedited rules of court that reduce the time of the litigation to approximately 9 months.

The Transportation Policy Specialist will consult with applicants on transportation efficiency determination process and requirements prior to formal submittal of application. The Transportation Policy Specialist will review final applications that contain a transportation efficiency analysis and assist in making a recommendation to the Governor's Office about whether statutory requirements have been met.

The Transportation Policy Specialist will also assist with providing general policy guidance on transportation issues. As part of that work, the Transportation Policy Specialist will be the lead staff member implementing Executive Order N-2-24's requirement to establish an interagency Task Force on Mitigation Banks for the purpose of developing a framework for a Statewide Mitigation Bank related to vehicle miles traveled (VMT) impacts under the California Environmental Quality Act.

This position is eligible for telework in accordance with the GO-LUCI Telework Policy.

Working Conditions
The positions at GO-LUCI may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code Section 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the OPR Telework Policy and/or future program need.

All GO-LUCI employees must reside in California upon appointment.

GO-LUCI is located in Sacramento, directly across from the State Capitol.

Requires being in a stationary position, consistent with office work, for extended periods.

Standard office environment (artificial lighting, controlled temperature, etc.)

Daily use of personal computer, office equipment, and/or telephone.

Occasional overnight travel up to 10% may be required.

Occasional extended hours outside of normal working business hours may be required.
