Position Information

The candidate for this position will serve as a Transportation Specialist in our Traffic Signal Construction and Maintenance section in the Houston District. This position will handle plans for installation of traffic signal communication systems, its operations and maintenance. This role will also require the candidate to participate in temporary and permanent traffic signal turn-on in the field, reviewing of signal design submittal for new signals as needed, designing and deployment of signal timing, and attending to intersection/signal deficiency calls or requests.

    • Minimum Monthly Salary: $4,273.17/mo.
    • Maximum Monthly Salary: $6,908.42/mo.
  • Transportation Specialist IV (B22)
    • Minimum Monthly Salary: $4,551.17/mo.
    • Maximum Monthly Salary: $7,391.92/mo.
  • Transportation Specialist V (B24)
    • Minimum Monthly Salary: $5,167.00/mo.
    • Maximum Monthly Salary: $8,463.00/mo.

Position Description

Transportation Specialist Ill

Provides technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Specialist IV

Provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Specialist V

Provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility]. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Specialist Ill

  • Assists in overseeing and administering contracts for installation and maintenance of traffic systems and/or traffic data collection devices.
  • Assists in overseeing traffic management programs/projects involving technical employees engaged in developing, stalling, testing, programming and repairing electrical/electronic devices/systems.
  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problems.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
  • Investigates new methods of automated traffic data collection.
  • Makes recommendations to replace or modify signs, signals and illumination devices.
  • Monitors operations of the ITS for an area-wide transportation system.
  • Travels to districts and maintenance offices to perform site visits and monitor maintenance programs.
  • Performs other job responsibilities as assigned.


Transportation Specialist IV

The essential duties of this job include those listed above and the following:

  • Assists in overseeing complex design work among TxDOT entities, consultants and contractors.
  • Performs complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Provides advanced technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field.
  • Inspects railroad crossings to identify devices to be installed or upgraded, reviews draft railroad signal construction and re-planking plans.
  • Provides technical assistance for the development of rural ITS/traffic management corridors.
  • Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.


Transportation Specialist V

The essential duties of this job include those listed above and the following:

  • Coordinates data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Directs traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices.
  • Oversees and administers contracts for the installation and maintenance of traffic systems and/or traffic data collection devices.
  • Oversees engineering field staff activities and provides advanced technical assistance in resolving construction problems.
  • Oversees traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Serves as a liaison with city, county and other governmental and private entities concerning traffic issues and works to establish viable solutions.


Minimum Qualifications:

Education:

Transportation Specialist III, IV, and V

  • Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications


Experience:

Transportation Specialist III, IV, and V

  • 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.

Transportation Specialist V
