Job Summary:

This is supervisory and administrative work overseeing the daily operations at one of the School District's transportation terminals. An employee in this class is responsible for providing adequate bus transportation for both regular and special education public and non-public school students in Philadelphia. Work involves supervising all terminal-based personnel involved in the dispatching, operation, maintenance and routing of school busses used in the transportation of students to and from schools, school-related activities, and assigning surplus or auxiliary personnel to routes. Work differs from lower level class in the series in that work includes supervision of District's intra-system mail delivery service, including the pick up and delivery by truck of mail between District locations

Essential Functions:

• Dispatches busses transporting students and paraprofessionals personnel to and from schools; ensure that regular bus routes are staffed by their assigned personnel; assigns auxiliary and surplus personnel as required.

• Supervises the operation of the intra-system mail delivery service; oversees the dispatch and routing of the trucks and drivers responsible for making deliveries.

• Oversees all activities pertaining to the dispatch and routing of busses for extra-curricular activities including but not limited to: cultural trips, athletic meets and educational outings for both regular and special education students.

• Ensures that proper safety standards are maintained and adhered to on all bus routes; evaluates existing routes in terms of traffic and extent of passenger load; reschedules routes as necessary.

• Constructs driver's schedules and maintains office files for routes, drivers and busses; reviews and completes paperwork such as payroll, overtime, vehicle inspection, and accident reports.

• Maintains a monthly checklist to ensure each driver has proper licensure; arranges for recertification testing and yearly physical examinations.

• Prioritizes repair and maintenance work; dispatches mechanics for areas where equipment has broken down.

• Holds first level disciplinary hearings and instructional meetings with employees as required.

• Maintains contact with drivers and central offices by way of telephone and two-way radio; utilizes state-of-the-art communications and electronic equipment.Minimum Requirements:

• Education equivalent to completion of the twelfth school grade.

• Five years of experience operating or maintaining trucks or busses, or performing administrative duties related to their operation, maintenance and routing, three years of which has included transportation dispatching work, two which must have been in a supervisory capacity.

Knowledge, Skills and Abilities:



Demonstrated knowledge of:

o the principles and practices required for the efficient routing of automotive vehicles.

o the methods and techniques used in scheduling, planning administrative procedures, and maintaining efficient records.

o the norms, routines, and functions which govern the operation of a large transportation services.

Demonstrated ability to :

o plan and direct a large number of transportation routes for both personnel and cargo.

o analyze and evaluate routing patterns for efficiency of operation.

o supervise divers and paraprofessional personnel.

o utilize two-way radio and state-of-the-art communications and electronic equipment.

o establish and maintain effective working relationships with supervisors, associates and subordinate staff.
