The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).

The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.

The Tunnel Quality Manager (TQM) is responsible for overseeing all aspects of quality control for tunnel construction projects. The successful candidate will be ensured that all tunneling-related construction activities adhere to the project's established tunnel quality plan, specifications, best practices and other applicable quality documents. The TQM will split time between the construction site, where they will oversee inspections and quality control activities, and an office setting, where they will handle documentation, reporting, and administrative tasks. The TQM is an integral member of our project team, working closely with quality, operations, and engineering professionals to guarantee the safety, integrity, and durability of the tunnel structure. This role is crucial in ensuring the seamless integration and coordination of our tunnel quality management process across the tunnel project.

Essential Duties
  • Develop, implement, and maintain the project-specific Quality Management System (QMS) in accordance with industry standards and project requirements.
  • Ensure all quality procedures and processes are documented and adhered to by project personnel.
  • Oversee the inspection and testing of materials, equipment, and construction activities.
  • Coordinate with third-party testing laboratories for material and product testing.
  • Review and approve inspection and test plans (ITPs).
  • Ensure all construction activities comply with project specifications, codes, standards, and regulatory requirements.
  • Conduct regular site inspections and audits to monitor compliance.
  • Address non-conformances and implement corrective actions.
  • Maintain comprehensive records of quality inspections, test results, non-conformance reports, and corrective actions.
  • Prepare and submit regular quality reports to project management and stakeholders.
  • Ensure all quality documentation is up-to-date and easily accessible
  • Provide quality-related training to project personnel.
  • Promote a culture of quality awareness and continuous improvement among the project team.
  • Conduct quality toolbox talks and workshops.
  • Evaluate and approve suppliers and subcontractors based on their quality performance.
  • Conduct audits of supplier and subcontractor facilities to ensure quality compliance.
  • Monitor the performance of suppliers and subcontractors and address any quality issues.

Qualifications
  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • Successfully completion at least one tunnel project full cycle with similar size (45 ft in outer diameter), ground conditions, and materials within the last 10 years.
  • Minimum 8 years of experience in construction of large diameter tunnels for large-scale construction projects and proven supervisory experience in inspection documentation and materials testing
  • Strong knowledge of industry standards and best practices.
  • Strong leadership, relationship building and communication skills (verbal and written).
  • Skilled in the use of project management and office software, including MS Office and SharePoint.
  • Ability to work effectively under pressure and meet tight deadlines.
  • Professional Engineer (PE) license in Virginia or ability to obtain
  • In-depth knowledge of quality management systems, industry standards, and regulatory requirements.
  • Strong analytical, problem-solving, and decision-making skills.
