Job Description Summary
This position acts as the Assistant Manager of Enforcement and reports to the Manager of Enforcement.
Enforce the rules and regulations of the MUSC Office of Parking Management. Provide supervision to the Enforcement Officer staff.
Patrol all MUSC parking lots, garages and areas for the purpose of controlling unauthorized use of MUSC parking facilities, control improper parking and encourage compliance with the MUSC Parking Rules and Regulations.
Provide parking services for special events, conduct parking utilization surveys, observe and report conditions in areas that need repair, replacement or correction.

Job Description

High school diploma or equivalant education. Employee must possess a current valid driver's license and be competent to drive department vehicles (pick-up trucks, golf-cart type vehicles) Employee maybe required to ride a bicycle.

Demonstrate leadership skills in supervising, mentoring, and managing employees. Actively cooperate and support the work of others; and the ability to deescalate difficult situations. Ability to effectively manage multiple priorities and execute plans to meet deadlines. Excellent verbal and written communication skills to explain program polices and processes; actively listen and advise. Must be able to use hands for writing and data input. Must be computer literate.

Employee receives on-the-job training and guidance from the Parking Enforcement Manager. Once trained, the employee will work under the supervision of the Parking Enforcement Manager, but is required to perform independently in all but exceptional circumstances.

Work is primarily outdoors in all types of weather (parking garages, surface parking lots, and campus areas). Employee must be able to sit, stand and walk for extended periods of time. Possible use of Patrol Bike for a duration up to an 8 hour shift.

35% Supervises the Enforcement Staff who enforce parking regulations and the issuance of parking citations and warnings. Manages, trains, plans, organizes, schedules and directs the Parking Enforcement Field Unit. Ensures compliance with applicable campus policies and procedures and state and federal laws. Ensures Medical University regulations and policies are implemented, and enforcement of parking regulations and appeals are compatible with MUSC Parking Office regulations. Ensures staff uses sound and reasonable judgment when enforcing parking regulations. Develops and maintains written standard operating procedures. Reports suspicious vehicles or people to Public Safety; reports incidents and hazards to the Enforcement Manager, Environmental Health & Safety (EH&S), Physical Plant, MUSC Grounds as appropriate.

25% Resolves customer concerns and complaints; deescalate difficult situations; explains complex parking issues to customers who may be in a heightened emotional state; follows up with customers to ensure resolution. Implements and monitors rotating enforcement zones; ensuring all zones are adequately staffed; and coverage is provided as needed for Officer breaks and lunch periods. Resolves enforcement discrepancies by consulting with other department managers; collects and analyzes information to propose and/or implement solutions. Assists in the planning and implementation of new or revised enforcement processes/procedures. Measures customer perceptions and satisfaction of enforcement and traffic management services through surveys and other research tools. Analyzes, interprets, summarizes and explains survey results; track the effectiveness of new and/or revised enforcement processes/procedures, and incorporates enforcement improvements.

20% Ensures that all enforcement mechanical equipment (bicycles, trucks, radios, computers, etc.) are in proper and safe working order. Monitors equipment use performance of Enforcement Officers to ensure vehicles and equipment are operated in a safe and effective manner on campus roads, parking lots and other field locations. Participates in the development and implementation of the department's mission, goals and strategic planning. Assists in the review of operations and services to identify operational efficiencies and integrate best practices. Coordinates and/or participates in special projects and assignments, the scope of which may extend beyond day-to-day operations. Provides operational support to Transportation and Fleet Services, and Public Safety.

20% Participates in the selection, development, and evaluation of Parking Enforcement Officers. Interviews and recommends hiring of new Officers. Advises Enforcement Manager on Officer's performance, salary actions, and disciplinary actions. Provides training for Officers in customer service skills and deescalation techniques. Provides supervision to assigned Officers; responsible for safety and quality of work. Measures customer perceptions and satisfaction of enforcement and traffic management services through surveys and other research tools; analyzes, interprets, summarizes and explains results; track the effectiveness of the planning and implementation process and incorporating improvements.
