Why does the job exist?

The Bureau of Vital Records and Health Statistics (BVRHS) Budget and Finance Analyst is responsible for maintaining the bureau's budget and all adjustments including contract monitoring and billing. This position is responsible for all purchasing, billing, deposits, refunds, payroll functions for the bureau, and maintaining and distributing supply inventory. This position is also responsible for being the liaison when discussing the bureau's budget, revenue, and contracts. The Budget and Finance Analyst will be responsible for ensuring proper management and distribution of the bureau's funds for necessary programs and contracts so interruptions in services do not occur.

How does it get done?

Incumbent will work closely with Vital Records staff, the Bureau Chief, vendors, financial specialists, HR, and other State departments. Incumbent will maintain professional and effective communication for the bureau. Incumbent will also utilize SHARE financial for purchase orders and invoices for the bureau. Working with the bureau's managers and staff, incumbent will work on ways to correct discrepancies and find ways of improvement to current processes. Also, incumbent will be responsible for attending all financial meetings for the bureau and division.

The public, Vital Records staff, federal partners, HRB and financial departments, secretary's and governor's offices, and internal and external partners.

Ideal Candidate

The ideal candidate will have experience with SHARE financial, contracts, budgets, Purchase Orders, purchasing, and invoicing. Ability to prioritize tasks and deadlines. Ability to multitask, work as a team, and communicate effectively.

Minimum Qualification

Bachelor's degree in Accounting, Finance or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting and/or federal grant reporting. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Lifting up to twenty-five (25) pounds may be required.
