The Budget and Finance Bureau (BFB) provides administrative, financial, and technical support to 33 counties, 106 municipalities, and 300+ special districts. The BFB's mission is to assist officials and employees of the local public bodies in New Mexico to maintain the budget and fiscal integrity for the benefit of our citizens.

Why does the job exist?

The analyst will provide technical assistance to various sized operating budgets of local public bodies (LPB) to ensure compliance with state statutes, state administrative codes, and DFA/LGD requirements; through proper analyzing for accounting of revenues and expenditures to ensure that local public bodies do not overestimate all available resources and that sufficient funds are budgeted to meet the required annual expenditures. This position promotes fiscal responsibility, efficiency, transparency, accountability and effectiveness through sound fiscal advice and problem-solving support to the local governments.

How does it get done?

-Support and guide with the completion of annual budgets, quarterly reports and/or completion of year-end procedures. Provide technical assistance with aligning the internal Chart of Accounts (COA) to the Local Government Budget Management System (LGBMS) crosswalk to improve reporting compliance.

-Perform Quarterly and Budget development Reviews and provide guidance in building a balanced budget for the new fiscal year.

-Train on DFA budgets, reports, timelines, processes, to include: the Budget, Budget Adjustment Request (BAR) and Financial Reporting modules of the Local Government Budget Management System (LGBMS). Assist in preparing and delivering virtual budget and finance training and/or technical assistance when on-site visits are not feasible.

-Offer support during the recruitment process to include training on the basic of the positions upon the hire of a Finance Director and/or Treasurer on the general rules and regulations governing the position (not the day-to-day aspects of the job that are unique to each Local Public Body)

-Assist the lead project analyst with highly technical, lengthy and complex formulation/determination of the Property Tax Certificates for all 33 counties and distributions on behalf of the Department/Cabinet Secretary of DFA to include but not limited to small counties assistance distribution county detention reimbursement distribution, secure rural schools (aka forest reserve) federal distribution, Taylor Grazing federal distribution, payment in lieu of taxes federal report, lodgers¿ tax gross receipt tax, and gas tax distribution data compilations, as well as county classification determination and assist the bureau with other special project development and implementation as needed and other duties as assigned.

-Analyze, within 24-hour turnaround, legislative bills which includes but are not limited to preparing fiscal and policy analyses and recommendations (FIRS) as assigned.

Ideal Candidate

Highly experienced in preparing and/or analyzing state and/or local government budgets, financial and economic information, or related experience in the private sector; Reading, interpreting, analyzing and/or applying federal, state and/or local laws, rules and regulations; Ability to independently research and interpret economic data such as population, consumer price indices, etc.; and strong analytical skills and willingness to adapt and be flexible to successfully complete unforeseen projects. Extensive experience in Excel using pivot and lookup tables is preferred.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Working conditions include, but not limited to: Work is performed in an office setting. Frequent late hours, weekends, on-call and callback work may be required related to end-of-year financial reporting cycles. Travel may be required. Incumbent will frequently work under time constraints and is expected to maintain the highest level of professional conduct, ethics and confidentiality. Exposure to VDT's, CRT's or UV rays.
