DISTINGUISHING FEATURES OF THE CLASS

This position has responsibility for the safe and efficient operation of a Type B Water Treatment Plant with facilities for the application of chemicals such as, chlorine or chlorine compounds, chlorine-dioxide, chlorine-ammonia, fluoride compounds, or the process of dechlorination. Responsibility includes assisting with the operation and maintenance of Ultra -Violet Disinfection facilities. The employee may also perform and oversee routine technical work for the proper control, operation and maintenance of the reservoirs. Supervision is exercised over Water Plant Operator I's, and trainee. Does related work as required.

TYPICAL WORK ACTIVITIES

Assists and oversees the operation of the plant to ensure the most efficient use of equipment, supplies and manpower.

Makes daily inspection of Ultra-Violet Light Disinfection and chemical facilities and reports problems to Supervisor.

Visually investigates water quality slides/testing (i.e. Algae slides, bacteria) and record on documents necessary as directed by Supervisor.

Coordinates the operation of the various components of the water supply system to meet the required needs for quantity and quality of water produced.

Reads meters, scales, gauges and charts, records gallons of water pumped and hours of pumping, amount of chemicals used in treating water, turbidity, and reservoir levels,

Operates and performs maintenance on plant equipment and facilities such as pumps, valves, motors, chlorinators, chemical feeders, telemetering controls, communication systems, and other water supply system equipment and facilities.

Maintains, regulates and operates chemical feed equipment to produce treated water in accordance with established quality standards, which includes setting of rotometers; setting and adjusting chemical feed pumps; mixing of chemical solutions; weighing of dry chemicals; performing quality control for adding of chemicals to water; supervising and assisting in unloading of chemical shipments.

Completes and submits written reports to Supervisor.

Reads meters, scales, gauges, and charts; records gallons of water pumped and hours of pumping; records amount of chemicals used in treating water, water temperature, ph and turbidity.

Takes samples and makes chemical and physical tests to determine the ph, turbidity, residual chlorine for control of plant operations and posts information into operational records of same..

Supervises subordinate staff.

When employed by the Town of Dewitt:

Coordinate Dig Safely requirements and coordination of emergency repairs which require on-call services on a rotating basis.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Ability to supervise the operation and repair of pumps, valves, and related mechanical and electrical equipment.

Ability to plan and supervise the work of subordinates.

Good knowledge of the practices used and equipment required in the operation and maintenance of a Type B Plant with facilities for the application of chemicals to the water, such as chlorine or chlorine compounds, chlorine-dioxide, chlorine-ammonia, fluoride compounds.

Some knowledge of the principles and applications of physics, chemistry and bacteriology as they relate to water purification.

Skill in the operation and minor maintenance of pumps, valves, meters, chlorinators, chemical feeders, telemetering controls, communications systems, and related mechanical and electrical instrumentation equipment.

Ability to read, understand and record data from gauges, scales and meters.

Ability to make routine laboratory and field tests for control of plant operations.

MINIMUM QUALIFICATIONS

Promotion:

Three (3) years of permanent competitive class status as a Water Plant Operator I (Type B Plant)

Open Competitive:

Graduation from high school or possession of a New York State High School Equivalency Diploma and two (2) year of experience, or its part time equivalent, in the actual operation of a water treatment plant with facilities for the application to the water of chemicals having direct health significance such as chlorine or chlorine compounds, chlorine-dioxide, chlorine-ammonia, fluoride compounds, or the process of dechlorination or any similar process.

SPECIAL NECESSARY REQUIREMENT AT TIME OF APPOINTMENT:

Possession of the following New York State Community Water Systems Operator Certificates issued by the New York State Department of Health pursuant to 5-4 of Part 5 of the State Sanitary Code:

Grade II B or Grade II A; and,

Grade D

Also, when required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
