Why does the job exist?

The purpose of this position is to demonstrate a complete understanding, expertise and proficiency of hydrographic surveying tasks and procedures. Implement plans and perform all tasks required for the completion or updating of hydrographic surveys on an assigned River System in a technically sound and defensible manner. This position contributes to the agency by performing and helping junior staff with the majority of technical tasks required for hydrographic surveys

How does it get done?

This position will perform the following:

1. Develop or assist in Projects for creating technical spatial data of water users and water rights for LAP projects and Adjudications; or projects that involve LAP input. Through an understanding of the Hydrographic Survey Process, GIS/GPS technology, and software related to each (e.g. ArcMap, ArcPro or Trimble Pathfinder) create spatial data; manipulate tabular data into spatial representations; perform technical mapping; perform and coordinate Hydrographic Survey field inspections; conduct assessor work; present and/prepare technical engineering analysis, reports and status logs on adjudications for management; locate the source of water and usage patterns; monitor, review and inspect as necessary water put to beneficial use.

2. Develop or assist in Projects for creating tabular data of water uses and water rights. Assist in the Hydrographic Survey technical application process and review of water rights documents; research and compile water rights and water use records and documents; abstract such documents into the Litigation and Adjudication Program's WRATS database; identify from survey data elements of a water rights claim; ensure such is entered onto the WRATS database system; verify the abstract data is Quality Controlled and Quality Assured by checking Hydrographic Survey in GIS data; and generate reports and queries to extract the pertinent technical data from the WRATS database.

3. Training: Help train subordinate personnel on the theory and applications for GPS surveying receivers; GIS mapping software; field inspection techniques; OSE/ISC policies and procedures and NM Statutes as they pertain to water law and this position; in Hydrographic Survey standards; in the technical data conversion methods for adjudications; how to locate and utilize technical information from applicable databases.

4.Support Agency Data Development and Integration Projects: Adjudication Support, Assist attorneys in aerial photography interpretation; review water rights files and be prepared to testify as an expert witness during litigation proceedings; attend mediation sessions in regard to water rights claims, confer with the water rights claimants during public meetings; initiate reports based upon findings; advise citizens and government agency personnel on Hydrographic Survey data, location and status of water right claims, water use and sources; draft and amend reports regarding water use; and develop technical source information for filing with the court.

5.Fieldwork: Assist in planning to conduct field inspections on open subfiles to determine the owner's water rights claim -survey various elements of the water right; verify current ownership from assessor data; review historical aerial photography and Hydrographic Survey maps; and generate reports and queries to extract the pertinent data from the WRATS database.

Ideal Candidate

The ideal candidate will have the following knowledge and/or experience:

Knowledge and experience working with ESRI ArcGIS products.
Experience using coordinate geometry (COGO) and other tool sets within an enterprise GIS framework.
Experience with GPS field work to identify irrigated areas and points of diversion.
Experience managing data and creating work products to support water resource management and adjudication activities.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Use of Xerox machine, scanners, printers and telephone. Occasional travel will be required.
