Why does the job exist?

The surface waters within District 2 are administered by the Pecos River Water Master who is appointed by the State Engineer in accordance with New Mexico Statutes Annotated, Chapter 72, Article 3, Section 3. This appointment is subsequently confirmed by order of the District Court. The Pecos River Water Master maintains offices in the District II Office of the State Engineer in Roswell, NM.

This position provides management guidance, direction and leadership of the Carlsbad Basin Water Master and Hondo Basin Water Master. The responsibilities include day-to-day planning, as well as short and long-term management of water rights for the Lower Pecos River, Roswell Artesian, Carlsbad, Hondo, Fort Sumner, and Hagerman Canal. The incumbent will oversee water rights administration, monitor surface water and supplemental groundwater diversions, and conduct field inspections of all surface water measuring stations and supplemental wells within the district on a weekly basis. Additionally, the incumbent will coordinate with District 2 Water Masters and District Manager to ensure proper administration across all Active Water Resource Management (AWRM) districts and provide expert testimony in court hearings.

This position performs technical engineering analyses of a complex scope on past and present uses of water in river and underground water basins for use in water rights administration and management. The position also trains, provides guidance and project management to professional and technical staff and assist in the development of administrative policies.

This position plans and conducts field office work as necessary to and manage and oversee the water rights administrative permit specific conditions of approval, including technical assessment and recommendations of final action on application; compliance problem resolution; field inspections; and meter data technical analysis.

How does it get done?

1. Enforcement of Active Water Resource Management which is a statutory requirement which
requires the active maintenance and management of the State's most precious resource - its water.
This management includes the oversight and assignment of 2 Water Master District staff, field
investigations, investigations on violations, compliance investigations and assignment of
enforcement of notifications.
2. The Water Master's field duties include distributing water among users, maintaining water-stage
recorders weekly, measuring surface water discharge, and conducting field inspections to
monitor water use, supply, and unauthorized diversions or waste.
3. Office work consists of computing and checking current meter measurement notes and discharge
records; computing, tabulating and distributing records of drain water supply and use;
computing and compiling assessment rolls; compiling annual reports, operating budgets; routine
correspondence, conferences with water users, and assisting the public.
4. Confer on water resource related matters: with Office of the State Engineer staff, other state and
federal agencies, water users, engineering consultants, lawyers and the public.
5. Review technical recommendations: to ensure appropriation of water is in accordance with New
Mexico statutes, rules and regulations and policies governing surface water and supplemental
groundwater.
6. Administer water resource matters: to ensure compliance of statutes, regulations and policies
governing the appropriation of water.
7. Represent agency at various public meetings and serve on regulatory committees addressing
changes that need to be made to rules and regulations in order to effectively and properly manage the
state's limited water resources into the future.
8. This position will supervise and provide training: to Water Masters and provide project management
in the daily activities of water rights administration.
9. Supervise technical, professional and/or administrative staff: in support of the water rights process.
Provide direction and guidance for water resource training and development for the District II office.
10. Provide expert testimony at trials, hearings, depositions, and other necessary proceedings.

3. Ability to represent and speak on behalf of the agency at meetings and public events.
4. Experience and extensive knowledge of New Mexico water right issues.
5. Ability to work closely with the water rights managers to ensure objectives of the District II Water
Rights Divisions are met consistently and with sound, defensible judgment.
6. Ability to communicate effectively both verbally and in writing.
7. Ability to make high level decisions related to determining level of required effort to meet agency
needs as they can be challenging.

Minimum Qualification

Bachelor's Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

This position requires working in the field that consists of rough terrain including heat, cold, humidity, and wind to determine water usage or irrigated acreage, read meters, and collecting surface water measurements. May have to climb, reach, kneel and crawl to perform field job duties. Standing, walking, and performing physical tasks for extended periods. Operate various types of equipment to perform routine maintenance. May also lift up to 50 pounds. Travel is required. This position must also follow all safety protocols in the office and in the field. Office work requires extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There are extended periods of sitting and researching large amounts of data.
