POSITION OVERVIEW

The Field Service Supervisor is responsible for overseeing relay technicians, substation technicians, and field engineers in Big Spring, TX. In this role, the Field Service Supervisor will be responsible for multiple work disciplines including substation equipment maintenance and testing, relay testing, and responding to technical field issues. The Field Service Supervisor will also be responsible for planning and scheduling all annual work activities, associated outages, and NERC compliance.

This position will be located in Big Spring, TX, and will report to the Field Operations Manager.

DUTIES, FUNCTIONS AND RESPONSIBILITIES

  • Oversee substation, protection and control (P&C), and field engineering staff in Big Spring, TX
  • Provide clear direction and expectations to staff in Big Spring, TX
  • Conduct weekly meetings with staff and provide weekly work reports for assignments
  • Schedule all annual substation equipment maintenancfe testing activities and associated outages
  • Schedule all annual relay testing activities and associated outages
  • Review all equipment and relay test data, identify abnormalities, and evaluate past results for performance trending. Initiate corrective actions as necessary.
  • Provide regular updates to company's annual maintenance work plan
  • Document and report outage events and operations
  • Ensure system events are fully documented and resolved
  • Review and provide guidance on crew tailboards, risk assessments, safety observations, and other safety documents as applicable
  • Conduct and organize quarterly safety meetings in Big Spring, TX
  • Manage and assign resources to all new project commissioning and SCADA testing activities
  • Review and approve electrical isolation plans for medium to high risk maintenance activities
  • Manage all related field services NERC, ERCOT, TRE, and PUC compliance requirements (i.e. PRC-005)
  • Develop weekly, monthly, quarterly, and annual field services performance reports
  • Oversee and manage contractor resources working on company systems
  • Manage field services preventive and corrective work orders using Oracle Fusion Cloud
  • Support management of implementation of company's asset management database
  • Support management of company's maintenance program
  • Support management of company's field services safety program
  • Cross-coordination with multiple internal departments such as accounting, IT, planning, engineering, construction, regulatory, and compliance
  • Support and manage development of standard operating procedures such as; outage request criteria, field event reporting requirements; equipment operation protocols, clearance acceptance and release, and NERC documentation
  • Assists in developing tools, processes and procedures that enhance safety, system reliability and departmental efficiencies
  • Support management of the operations and maintenance budget
  • Assist System Operations in resolving SCADA alarms, control, and telemetry issues
  • Oversee and help coordinate resources for switching and clearance operations
  • Manage on call field schedule and overtime requirements for hourly staff


ESSENTIAL KNOWLEDGE, SKILLS, EXPERIENCE, AND QUALIFICATIONS (enter as a bulleted list)
  • Education:
    • High School Diploma required. Associate or Bachelor degree in engineering or engineering technology is preferred but not required.
  • Skills and Experience:
    • Minimum 6 years work experience in substation or protection and control maintenance required
    • Minimum 3 years of prior supervisory experience is preferred
    • Candidate must be familiar with ERCOT nodal protocols and operating guides
    • Experience with NERC compliance reporting and documentation requirements
    • Experience with substation equipment (i.e breakers, transformers, switches)
    • Experience with protection and control equipment (i.e. SEL/GE relays, RTUs)
  • Certificates & Licenses:
    • Coursework or relevant training is preferred (examples include: OSHA 30, NESC, NETA, SEL University, etc.)
  • Computer Skills:
    • Ability to use and quickly comprehend computer based systems and databases utilized for content management, data entry, data tracking, and work processes
    • Ability to create presentations, charts, tables, and graphs
    • Microsoft Office (MS Project, Excel, Power Point, Word, Outlook)
  • Competencies:
    • Good communication using email, presentation, and verbal methods

    • Knowledge in test software such as Doble RTS and Protection suite
    • Knowledge in DNP3, SEL Fast Message, Modbus.
    • Ability to review and interpret end to end relay line protection test plans
    • Ability to understand one-line, three-line, AC/DC schemes, and connection diagrams
    • Ability to understand basics of a Potential Transformer (PT), Coupling Capacitor Voltage Transformer (CCVT), and a Current Transformer (CT)
    • Ability to perform, review, and interpret breaker, CT, CVVT, PT, transformer, and other equipment test results, including but not limited to; time and travel, coil resistance, injection testing, polarity testing, insulation resistance, power factor, etc.)
    • Must be familiar with current, potential, and trip circuits
    • Must demonstrate understating of relay setting logic and relay setting troubleshooting
    • Must demonstrate proficiency in interpretation of various test results and be able to determine appropriate corrective actions
    • Knowledge of various test equipment including Omicron, Fluke, Doble, Megger, etc.
    • Working knowledge of IEEE, ANSI, ICEA, NESC, and NETA standards
