Job Duties

The Administration and Financial Services Director is responsible for managing and directing the agency's Finance, Budget, Procurement, Fee Processing, Risk Assessment, Administrative Services, Facilities Management, Fleet Management and Contract Compliance. This position ensures the agency maintains fiscal, procurement and administrative compliance with all agency, state, federal and regulatory policies, procedures, mandates and initiatives along with oversight for the efficient and effective delivery of administrative support services to the agency, including facility management, emergency response, and mail services. The position advises the agency director and collaborates with other executive level managers on a broad range of administrative, financial, budgeting and procurement issues. The Administration and Financial Services Director serves as a member of the agency's Executive Management Team (EMT) whose role is to address policy issues affecting the entire agency and ensures that programs are operating efficiently and effectively in support of the Agency mission and in a manner that reflects the agency's values.

As part of The Department of Professional and Occupational Regulation (DPOR), you will play a critical role in the economic vitality of Virginia by helping qualified people start businesses and work in their chosen fields. DPOR is an executive branch agency under the Secretary of Labor for the Commonwealth of Virginia. Our regulatory boards are comprised of practitioners and citizens appointed by the Governor and are responsible for regulating certain professions and occupations, ranging from architects and contractors to cosmetologists and professional wrestlers. We protect the public by verifying minimum competency, investigating complaints, and upholding professional compliance with state laws and regulations.

TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 90 days before a specific telework schedule may be submitted for consideration.

Minimum Qualifications

1. Demonstrated experience in the application of laws, regulations, practices, and policies in Finance, Budget, Procurement, Administration, and Risk Management.

2. Advanced knowledge of Finance Management, Procurement Management and Risk Management for government agencies

3. Ability to effectively apply financial knowledge and skills to budget and to monitor and forecast agency resources

4. Significant experience overseeing the annual Budgeting process in a large organization, including advising executive leadership on financial, budget and procurement matters

5. Highly developed employee and process management experience in the Finance, Procurement and Administration areas

6. Considerable knowledge of GAAP, GAAS and Procurement principles

Additional Considerations

Demonstrated knowledge of Virginia Contracting Associate (VCA) and Virginia Contracting Officer (VCO) purchasing guidelines.
