Duties

The position is located within the Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Technical Operations.

Performs basic (but progressively more difficult) administrative assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Typically acts as a member of a team for projects/programs within a defined area of responsibility. Performs, monitors and tracks a variety of administrative tasks in implementing an office's administrative programs, policies, and procedures.

Applies basic knowledge of administrative processes and procedures to accomplish assignments and provides District/Technical Services/Engineering Services Manager and Group Manager, information on the operation of assigned programs and the interrelationships of such programs. Typical assignments may include collecting and recording data/information; conducting research; identifying problems; and assisting higher level professionals in day-to-day operations. Follows guidelines, directives and polices for assigned projects/programs. Coordinates, monitors, and executes actions required to manage the District/Technical Services/Engineering Services with regards to management of personnel requests, employee position actions, pay and leave administration, performance management, incentive awards, special employment programs.

The incumbent manages basic but varying administrative processes and programs. Incumbent provides routine procedural information and guidance to management for assigned areas. Interprets guidelines, directives and polices for assigned projects/programs. Provides regular status updates to management.

Serves as the office's focal point for internal human capital activities. Coordinates with Human Resources, and generates requests for personnel and administrative actions involving recruitment, transfer, temporary assignments, promotions, awards, and various other personnel actions. Monitors and manages internal organizational processes for other areas such as travel management, time and attendance, records management, training, and employee performance.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing customers' situations. Serves as liaison between the OSS/District/Technical Services/Engineering Services and SSC/Team/Center organizations and regional office or service center.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional. The supervisor or higher level Administrative Officer makes assignments by defining objectives, priorities, and deadlines.

Regularly refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.

Qualifications

Qualification Requirements for FV-F (FG/GS 5-9)

To qualify for this position at the FV-F (FG/GS-5-9) level you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FV-E (FG/GS-4) level. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.

Education Substitution: Successful completion of a full 4-year course of study leading to a bachelor's degree.
