Posting Details

The State Treasurer's Office acts as the State's bank, providing banking and investment services and consultation to all state agencies as well as investment services to local governments. The State Treasurer's Office also manages and invests the state's operating cash and ensures that all state funds in depository financial institutions adhere to the state's collateral policy and safety and soundness requirements.

Why does the job exist?

This position will manage the investment accounting operations of the agency including investment portfolios reconciliations, preparation of investment schedules and statements, and oversee all accounting transactions processed by the agency. Will also assist in the preparation of the annual financial audit.

How does it get done?

-Perform monthly reconciliation on STO Investment portfolios
-Perform monthly true-up to align SHARE with custody bank financial statements and bank account statements
-Reconcile and tie SHARE general ledger, SHARE investment pools and investment accounting software
-Assist CFO in annual audit including preparation of PBC schedules, and financial statements
-Reconcile taxable & tax-exempt bond accounts between SHARE and investment software
-Perform monthly reconciliation of Severance Tax Bonding fund and work with State Board of Finance to reconcile bi-monthly draws
-Prepare month-end and year-end adjusting journal entries
-Maintain fixed assets schedule and serve on committee to determine assets to be disposed of & ensure proper disposal.
-Attend various STO meetings to increase knowledge of agency including monthly Investment Team Meetings and monthly State Treasurer Investment Committee
-Work with other team members of the finance division to cross-train and ensure that operations continue without interruption
-Perform other duties as assigned by management

The job is done through internal structures and for the function of the Budget and Finance Division. The employee holding this position will manage the responsibility and accountability of investment accounting information to maintain fiduciary compliance within the Office of State Treasurer.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
