Job Duties

The Virginia State Police is seeking a collaborative and innovative team player to serve as a full time Lead Intelligence Analyst at State Police Headquarters in Chesterfield, Virginia. This position serves as the analytic staff training coordinator, manages the day-to-day operations and training program for Fusion Center systems, and compiles statistical reports regarding Fusion Center's activity and performance. As the primary trainer, you will work closely with all new analysts and will be expected to learn and maintain high-level skills on the Fusion Center's systems. The position requires knowledge and expertise to train adult learners on current law enforcement intelligence principles and practices, develop detailed statistical reporting for a variety of customers and work in a demanding team environment.

•Completes administrative projects as assigned, ensuring deadlines are met; and supervisors are apprised of project status, and adherence to policies and procedures.
•Updates and/or drafts Virginia Fusion Center (VFC) policies and procedures.
•Ensures written products and assignments are free of spelling, grammar, and formatting errors; are organized; thorough; and prompt.
•Completes the Monthly Incoming Information Report, the annual User Satisfaction Survey and other performance analysis reports; compiles annual and ad-hoc statistical reports for the Public Safety Information Exchange Program (PSIEP); and serves as a primary back-up for the weekly report.
•Disseminates performance analysis reports to appropriate personnel.
•Assists with federal grant management for the Urban Area Security Initiative and State Homeland Security Grant Program by cataloging and properly tracking equipment and serving as a back-up project manager for the programs.
•Acts as the day-today manager of the criminal intelligence database which includes working with Operations and Maintenance contractors to ensure the proper functioning of the platform and ensure problem tickets filed with the Operations and Maintenance team are followed through to resolution.
•Provides high level customer service to VFC team members regarding technical support and problem resolution.
•Ensures purging of records takes place as required by law.
•Revises database policies and procedures as directed by supervision and ensure they are consistent with complimentary VFC policies and procedures.
•Identifies and oversees database enhancements.
•Tracks database modifications via the Fusion Center database Change Management Policy and enters changes into Footprints for tracking.
•Serves as the VFC primary criminal intelligence database trainer.
•Serves as the primary training coordinator for intelligence training hosted by the VFC at the Virginia State Police (VSP) Training Academy.
•Identifies training opportunities for VFC analytic staff.
•Maintains a basic training catalogue.
•Stays versed on current and new training standards identified by the Department of Homeland Security, Department of Justice, National Fusion Center Association, or other relevant authority regarding intelligence analysis training standards.
•Supports VFC program managers and lead analysts maintaining analytic staff training records and ensuring completion of required training in the prescribed timeframes and analyzing training needs for staff.
•Serves as a primary support personnel for ongoing multi-week tactical intelligence operations for the field analysis program.
•Provides back-up support when a field analyst team member is on extended leave.
•Serves as on-call staff member on a rotating basis for the VFC.
•Handles other projects and duties as assigned and ensure compliance with Commonwealth of Virginia and Department procurement policies.
•Annually completes card holder training on proper card usage, security, and procurement guidelines, electronically, within the Department of Human Resource Management's Learning Center.
•Compliance as required by Executive Order Number Thirty-Five (2019).

Minimum Qualifications

•Considerable knowledge of research and analysis techniques.
•Working knowledge of producing logic-based performance analysis reports for criminal intelligence units or other specialized law enforcement units to determine unit performance and effectiveness.
•Working knowledge of Palantir, or other similar analysis applications designed to support law enforcement intelligence to produce maps, text, tables, graphs, link charts and other data visualizations.
•Skill in operating computers and using Microsoft Office applications to generate written reports, briefings, charts, and graphs.
•Demonstrated ability to collect, analyze, summarize, interpret, and communicate information and technical data orally and in writing.
•The ability to apply critical thinking to diverse information sets and produce logic-based crime analysis or intelligence products.
•The ability to develop training curricula and maintain training standards; to maintain accurate and complete files; manage multiple priorities; follow oral and written instructions; and to establish and maintain effective working relationships with all levels of personnel and representatives of other agencies and organizations.
•Graduation from high school or equivalent.
•Experience in social science, government, business, or criminal justice related fields and/or analytical experience to include crime analysis or intelligence analysis training.
•Experience developing training curricula and training adult learners.
•Must have a valid driver's license, and ability to obtain a federal security clearance.
•Requires three-year commitment to the Virginia Fusion Center and ability to work rotating shifts, weekends, and holidays.

Additional Considerations

•Experience in law enforcement, intelligence community, or public safety or other broad scope governmental experience desired.
