Under the supervision of the Program and Project Supervisor (Air Resources Supervisor), the Air Resources Engineer independently performs responsible, varied analyses assessing air quality, climate change/greenhouse gas and public health impacts of energy resource use in large electric power generation projects in California. The incumbent is responsible for reviewing and understanding U.S. Environmental Protection Agency (U. S. EPA), California Air Resources Board (ARB), and local air quality district public health and air quality rules; modeling air quality and public health impacts of stationary sources using models such as AERMOD and HARP ; modeling nitrogen deposition impacts to biological resources, vertical plume velocities and visible plumes for transportation impact analyses; conducting scientific investigations and completing complex technical analyses; identifying measures to mitigate air quality and public health impacts following California Environmental Quality Act and regulations of U.S. EPA, ARB, and the Districts; collecting, analyzing, and evaluating data on the effects of air pollutants and stationary source emissions on human health, vegetation, wildlife, water resources and the environment; ensuring conditions of certification are met and recommending enforcement actions for violations; researching new technology development; developing, recommending, and implementing statewide planning and policy initiatives for the Energy Commission and the Governor; developing legislative concepts; and evaluating proposed legislation.
The incumbent may present the more complex technical staff reports and planning/policy recommendations at evidentiary hearings, business meetings, committee meetings, publicly noticed workshops, and meetings with project developers. The incumbent also represents the Energy Commission at meetings with the staff of the U.S. EPA, California EPA, ARB, California Pollution Control Officers Association, and the various air districts. The incumbent may also act as a staff team leader or coordinate the efforts of representatives of various governmental agencies on complex projects.
