The Incentives and Technology Advancement Branch invites applications for a friendly and energetic team of professional staff designing and implementing incentive programs to help achieve California's ambitious air quality, climate, and environmental justice goals. The branch is responsible for implementing the Carl Moyer Program (Moyer Program) which funds cleaner-than-required heavy-duty vehicles and equipment. This program cleans up older, high-emitting engines, equipment and vehicles through grants for replacement, repower, retirement, and retrofit projects administered through local air districts reflecting local needs and priorities. As the regulatory, technological, and incentive landscape evolves, the Moyer Program continues to adapt to further accelerate deployment of zero-emission technology statewide providing new opportunities for communities disproportionately impacted by air pollution.

The Incentives Development Section (Section) is responsible for implementation and development of on-road heavy-duty and locomotive incentives funded by the Moyer incentive program, which includes related policy; maintenance and development of the Clean Air Reporting Log database (CARL application); outreach and program support to districts and other stakeholders; and training air districts on reporting and other program requirements. These activities ensure that the air district implement incentive programs that provide and document real, quantifiable, and surplus emission reductions.

Under the supervision of an Air Resources Supervisor 1, the incumbent will work with a team of Air Resources Engineers and Air Pollution Specialists within the section implementing the Carl Moyer Program. The incumbent will develop policy recommendations and technical solutions to address a variety of air pollution issues identified by communities and support local development of projects funded by incentive programs. The incumbent will also review local implementation of incentive programs relative to program guidelines and legislative direction. The incumbent will support development of policies that promote zero-emission technologies and efforts to develop innovative, incentive based mobile source control strategies to reduce criteria pollutants, toxic air pollutants, and greenhouse gases by promoting the use of advanced technology vehicles and equipment. The incumbent will validate reports and data submitted by air districts through the branch database application. Finally, the incumbent will work with CARB staff, local air districts and the public to resolve technical, economic, and policy issues related to the interaction of vehicle and equipment regulations, incentive funding, and advanced technologies. This may incude responding to public inquiries related to the implementation of incentive programs and increase awareness of available incentives;

The person in this position will work closely with staff and management implementing California's emission reduction incentive programs and regulations, alongside CARB information services, legal, administrative, legislative, and public relations teams, and in close coordination with affected air districts and other state agencies. The person in this position will participate in activities such as public meetings, workshops, and events and analyze the role incentive programs play within that communities.

    Working Conditions

    This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

    The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

    Successful candidates for this position will be personable, possess strong policy, technical, analytical and communication skills; demonstrate independent initiative, quick thinking, and problem-solving skills, being able to critically evaluate various forms of data, and work effectively under pressure in a team setting. Having knowledge of or previous experience in air quality data analysis and/or source apportionment tools and techniques are a plus. Experience in developing systems to collect and process large datasets using computer programming and working in a team environment to improve systems and provide constructive review of technical and policy products is highly desriable. Knowledge in GIS and conducting spatial analysis including the design of custom maps, querying data, and creation of story maps is perferred. Knowledge of mobile source emissions controls and advanced technologies, pollution reduction incentive programs, database systems, and/or and government accounting principles is preferred.
