AP & Import Compliance Manager

Function:
  • To effectively manage timely and accurate disbursements to vendors for goods and services received or incurred by the Company. Ensure proper internal controls are maintained over all AP transactions. Analyze and interpret financial data and recommend changes to improve current Accounts Payable systems and performance. Design and implement approved Accounts Payable objectives and system enhancements. Assist DVP Accounts Payable with other various functions.
Interaction:
  • The Accounts Payable & Import Compliance Manager reports directly to the DVP AP & Administrative Services.
  • The Accounts Payable & Import Compliance Manager interacts with the Finance Managers, most frequently with the Finance Systems Manager, the Treasurer, the Accounting Manager and the Internal Audit Manager.
  • The Accounts Payable & Import Compliance Manager also frequently interacts with the Chief Financial Officer, Beall's, Inc. President and staff, Beall's senior management and staff
  • The Accounts Payable & Import Compliance Manager also interacts with various people throughout the company, including Store, Corporate Center and Distribution Center personnel.
  • Summary of Duties and Responsibilities:
  • The Accounts Payable & Imports Compliance Manager must perform all tasks involved with the following responsibilities:
  • Accounts Payable Invoice and Payment Processing
  • To effectively manage timely and accurate disbursements to vendors for goods and services received or incurred by the Company.
Vendor Relations
  • Resolve all issues, with the assistance of the Vendor Relations Supervisor and staff, related to vendor disputes.
  • Management Reporting
  • Provide relevant information to various Company personnel on an ad hoc basis. This includes creating Excel, Access and/or Word documents that concisely summarize the requested information.
  • Prepare documents that summarize all relevant information to Senior Management on a monthly and quarterly basis.
  • Systems, Internal Controls and Process Improvements
  • Work directly with the Finance Systems Manager to design, test, and implement all systems related objectives and projects.
  • Ensure policies and procedures and related internal controls are effective and are reviewed and updated as needed.
  • Responsible for analyzing all current AP processes, identifying beneficial changes to the process, and implementing well thought-out and thoroughly tested changes to the process.
Account Reconciliations and Audits
  • Prepare and/or review detailed monthly reconciliations of asset and liability accounts related to AP.
  • Responsible for multiple functions related to the Financial Audit and Accounts Payable Recovery Audit.
  • Import Accounting & Compliance
  • Company Point of Contact - serve as primary interface with U.S. government regulatory agencies on import related issues.
  • Ensure US import/export regulatory compliance and compliance with Beall's Corporate guidelines.
  • Manage Customs Brokers, freight forwarders, C-TPAT, ISA, ACE, ISF, self-filing, Customs Bonds, recordkeeping and other regulatory requirements.
Other
  • Prepare, review and update detailed and comprehensive policies and procedures for the department. Analyze existing processes and recommend improvements to enhance the process.
  • Perform other duties as assigned.
Supervisory Responsibilities:
  • Develop and reward the following culture within the Accounts Payable Department: (i) customer service, (ii) continuing process improvement, (iii) building effective working relationships with people outside the department, and (iv) personal responsibility for the integrity of all work.
  • Manage all processing functions of a staff of at least twenty.
  • Responsible for all other managerial functions related to the Accounts Payable staff.
Qualifications:
  • Knowledge and skill requirements are normally acquired through a combination of the completion of a Bachelor's Degree in Accounting or Finance, three to five years of Accounting experience, and two to four years of Process Improvement experience. CPA a plus.
  • Five or more years import experience including customs regulations and international trade or knowledge of U.S. trade laws and regulations of U.S. Customs and Border Protection, C-TPAT, ISA and other CBP security initiatives. In-depth knowledge of HTS classification, import valuations, assists and special trade programs a plus.
  • Must possess excellent verbal and written communication skills and must have prior management experience.
  • Must also have a strong Internal Control background and experience designing and implementing systems.
  • Proficiency with the Microsoft Office suite, including Excel, Access, Word, and Power Point. Experience with AS/400 system and Oracle Fusion a plus.
