Under the direction of the EMSA Information Technology Supervisor II (IT Sup II), the Information Technology (IT) Specialist I serves as the Application Developer within the Software Engineering domain and is responsible for the design, implementation, configuration, and testing of complex applications to support the Community Paramedicine program including finding innovative new solutions that may be required to carry out medical emergency services.

Department Information The California Emergency Medical Services Authority (EMSA) oversees emergency and disaster medical services in the state of California. EMSA functions as one of thirteen departments and five offices within California's Health and Human Services Agency (CalHHS). EMSA is charged with providing leadership in the innovation and administration of the emergency medical services (EMS) system throughout the state, which includes setting standards for the training and scope of practice for various levels of EMS personnel. EMSA is also responsible for promoting disaster medical preparedness throughout the state, and when required, coordinating, and supporting the State of California's medical response to major disasters.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Technical Skills/Qualifications:
  • Bachelor's degree in Computer Information Systems, Computer Science, IT, or equivalent experience;
  • Knowledge of widely known application development techniques, tools and techniques for applications that run, both on premise and on cloud
  • Knowledge of application security techniques and standards
  • Strong communication skills to clearly express technical ideas and concepts to non-technical stakeholders, both written and verbally;
  • Ability to understand and to translate enterprise architecture design to application programs;
  • Ability to develop and to maintain cooperative relationships with those contacted in the course of the work.
  • At least 3 years experience managing and configuring support Information Technology Service Management (ITSM) tools such as ServiceNow
