General Description

Serves as the leader for Safety and Security operations for the division and coordinates an inter-agency safety committee for the protection of students, staff, visitors and school property for a large, geographically dispersed school system that includes 60+ buildings, modular classroom units, and extensive property and grounds. Develops and coordinates training programs and emergency procedures at schools and the division level. Serves as the primary school division representative for all county and regional emergency management activities. Responds to school crises and emergencies 24/7 to guide and assist school administrators and facilitate involvement with public safety responders. Actions impact the safety of the entire school system; position requires extensive judgment and independent thought and action.
Essential Job Functions

  • Support to CCPS Central Administration
    • Responsible for the implementation, oversight and evaluation of division safety and security policies, regulations, programs, practices, and tools. Develops and implements safety and security programs and training programs for staff and students.
    • Ensures compliance with applicable Federal, State, and Local statutes, regulations, guidelines and policies related to educational safety and security programs.
    • Develops and maintains the Division Emergency Response Plan and Emergency Reunification Plan.
    • Serves as the CCPS School Division Emergency Manager representative to the Virginia Department of Criminal Justice Services (DCJS).
    • Provides onsite security during personnel hearing/termination hearing as requested.
    • Assist other departments in recovering CCPS items issued (laptops, keys, Identification Badges) from separated employees.
    • Develops and coordinates comprehensive, multi-discipline safety and security inspections and audits for all schools and facilities per State Code. Ensures annual compliance requirements for state school safety audits are met.
    • Responds at all hours to major incidents of vandalism, burglary, fire, natural disasters, and threats.
    • Communicates with the School Board Attorney concerning Law Enforcement operations.
  • Support to CCPS Schools - General
    • Oversees the development of crisis management/emergency response plans within each school's safety plan.
    • Develops the annual emergency drill calendar and plans for schools; provides guidance and evaluation for drill performance; including lockdown drills.
    • Conducts regular inspections, risk assessments and space planning analysis and develops corrective action plans as appropriate.
    • Responds to requests from principals regarding school safety and security matters. Counsels and advises principals and division administrators in safety and security-related matters, to include acute crises.
    • Reviews all serious incident reports and takes action when appropriate.
    • Works with County Recreation and Parks staff to provide access and maintain safe and secure buildings for after-hours programs.
  • Support to CCPS Schools - School Resource Officers (SRO) and School Security Officers (SSO)
    • Per the CCPS MOU with the Police Department(CCPD), serves as the primary division level point of contact to implement the partnership with the CCPD, and maintains ongoing communications with CCPD officials.
    • Coordinates SRO activities and services for school level events to include summer school sessions.
    • Develops general and specialized instructions and procedures, along with logistical support for school security personnel. Manages the strategic roles of school security officers in coordination with school principals for day-to-day tactical roles of the officers.
    • Recommends school safety and security staffing levels for schools and may assist Human Resources in screening and selecting school-based security staff.
  • Training
    • Conducts annual safety and security training for school-based administrators.
    • Coordinates with County officials for required CPR/AED/first aid training classes for all school-based administrators and school safety team members.
    • Provide ongoing mandated recertification training to school-based security personnel.
  • Technical support and project management
    • Directs or coordinates with security-related CCPS trade professionals including, security electronic equipment technicians, locksmiths, security program technician III , and access control database administrators.
    • Provide ongoing administrative support (tech support and training) regarding surveillance cameras to school level administrators.
    • Assists Human Resources staff in personnel matters/actions by providing video footage relevant to ongoing investigations.
    • Coordinates with Construction and Facilities Departments for the addition of additional security equipment (cameras, access control readers,) at school sites in support of yearly addition of trailers and teaching additional teaching spaces.
    • Serves as the primary radio communications authority for CCPS providing support for school based and division level equipment needs; acts as primary contact with the County's Radio Shop.
    • Coordinates with the Districts Grants Administrative Specialist to secure State and Federal Security grant funding.
    • Coordinates with project managers for capital improvements to building safety and security. Conducts regular inspections, risk assessments and space planning analysis and develops corrective action plans.
    • Primary point of contact for Digital Mapping Process; works with County First Responders to provide access to current digital mapping data
    • Administers the Division's emergency notification phone APP system.
  • Support to County and Regional Organizations
    • Collaborate with County Government Emergency Management staff in the development of large-scale Emergency Management Events.
    • Serves as liaison between the school division and Local, State, and Federal law enforcement, emergency management agencies, public safety communications, and fire departments to ensure their assistance in dealing with problems and in the prevention of potential problems.
  • Additional Coordination with County First Responders
    • Develops and coordinates the district traffic control plan in conjunction with local police resources and the CCPS Transportation Department.
    • Coordinates overtime off-duty police personnel for school events during normal and after hours events.
    • Serves as the primary CCPS representative to specific Chesterfield Police special organizations.
    • Augments the Chesterfield Sheriff's Department personnel at School Board meetings.


Budgetary Responsibility :

Prepares and administers the department's annual operating and capital

improvements budgets. Seeks competitive grants to fund division safety and security initiatives.

Report Preparation :

Prepares a variety of reports at established intervals and regular reports to the COO and other division leaders . Collects and compiles the annual school crime report in an accurate and timely manner.

Equipment Operation :

Operates personal computer, basic office equipment and equipment related to safety & security, i.e. alarms, video cameras, metal detectors, cell phones, pagers, radio communications equipment, etc.

Contacts:

Regular contact with division leaders, school administrators, parents, students, school safety counterparts in other divisions, state regulatory agencies, vendors, contractual workers, federal, state and local law enforcement, and other public safety personnel.

Work Direction/Supervision :

Provides work direction and training to school security monitors officers and temporary security staff, including contracted security personnel for athletic and school events. Supervises the Assistant Manager of Safety & Security, Security Program Tech III, and Security Electronic Equipment Technicians. Provides training and equipment to school security officers. Provides CCPS guidance to SROs and traffic control officers.

Decision Making :

Performs majority of tasks independently; decisions impact the safety of the entire school system. Seeks supervisory advice and guidance in complex situations.

Formal Policy-Setting Responsibilities :

Assists in the development of formal school board policies related to safety and security.

Physical Demands :

Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly indoors, outdoors and on the telephone. Physical agility to bend, stoop, sit on the floor, climb stairs, walk and reach overhead. Position is on-call 24/7 to respond in person or through electronic means for school-related emergency

incidents. The employee must lift and/or move up to 50 pounds.

Work Environment :

While performing the duties of this job, the employee regularly works in a public school setting. The employee is occasionally exposed to hazardous chemicals and fumes and boisterous people or crowds and may frequently work in outside weather conditions and around moving vehicles. The noise level may vary.

Qualifications

Considerable knowledge of: methods and developments in security and school safety; federal, state and local statutes, laws, regulations, policies and guidelines. Considerable knowledge in emergency management, tactical response, medical response, CPTED principles, hazard mitigation, and threat assessments. Demonstrated ability: to effectively administer emergency actions; to manage programs; lead the work of others and work effectively and collaboratively with a variety of people, handle sensitive issues and work under adverse conditions; to serve as a leader and initiate change through collaboration, communication, and motivation of employees; to communicate effectively, orally and in writing with a diverse range of individuals. Demonstrated abilities in: decision-making, problem analysis, conflict resolution, interpersonal relationships and long range planning. Knowledge and understanding of physical security hardware and electronic security technology.

Requirements

An extensive background in training and experience in safety and security operations and emergency management, preferably in a K-12 public school setting. Bachelor's Degree in Criminal Justice, Law Enforcement, Security Management, Homeland Security, Emergency Management or similar studies. Completion of FEMA Incident Command levels 100, 200, 300, 400 and 700 within one year of hire. Obtain and maintain CPR/AED/First Aid certification.

Preferred : Master's Degree in a relevant field. Board Certification in Security Management as a Certified Protection Professional (CPP) or Crime Prevention Specialist (CPS). Prior Law Enforcement experience or Professional certification in Emergency Management. Post Graduate Certificate from VDOE in Education Supervision. DCJS Qualification as a Security Officer/Security Officer Trainer.

Valid VA Driver's License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
