Job Summary

*This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework .

*Approximately, 5% travel.

Under general administration direction of the Deputy Inspector General of the Licensing Division, this position is responsible for executive leadership, operational management, administration, strategic planning, and coordination and direction of the responsibilities of the Commissioner of Human Services pursuant to the "Human Services Licensing Act" (Minnesota Statutes, Chapter 245A).

This leadership position assists in the direction of Office of Inspector General's (OIG) licensing functions, including Home and Community Based Services, Adult Foster Care, Mental Health/Substance Abuse Disorder, Children's Residential Facilities, maltreatment intake and investigations, and operations/quality assurance.

Responsibilities include but are not limited to the following:
  • Provides leadership in Licensing Division, within the Office of Inspector General (OIG), and in department-wide forums to conduct work effectively as Licensing Division and OIG move toward a matrix-type organizational structure for conducting work, with more projects and ongoing initiatives require the involvement and resources of multiple divisions and administrations.
  • Responsible for strategic planning and setting strategic direction and agency-wide coordination of program development, including policy analysis, development, implementation, and/or coordination of agency activities with those of state, regional, and federal advisory committees, or other state and local agencies with similar targeted or related programs.
  • Develops and recommends budgetary and legislative proposals including new and revised statutes, rules, policies, procedures, and budget requests.
  • Recommends policy alternatives to resolve controversial, sensitive, and complex issues.
  • Assumes the responsibilities of the Deputy Inspector General of Licensing, in his/her absence.


Qualifications

Minimum Qualifications

Professional leadership or supervisory experience; AND two (2) years of experience managing programs that support licensed health and/or human services-related activities, including strategic planning, and directing the work of staff; OR

Five (5) years of professional leadership or supervisory experience of programs that support licensed health and/or human services-related activities.

Experience must demonstrate the following:
  • Development, management, and oversight of a strategic plan and vision for programs that support licensed health and/or human services-related activities.
  • Establishment of program policies and procedures.
  • Oversight of program financial operations.
  • Development of data strategies that utilize and visualize data to create efficiencies and identify gaps.
  • Oversight of the design and implementation of quality assurance systems.
  • Experience in organizational and change management.

Preferred Qualifications
  • Knowledge of state and federal policy and regulation as it relates to the licensing of home and community-based services, mental health and substance abuse disorders, children's residential facilities, and adult foster care, as well as maltreatment intake and investigations.
  • The ability to provide leadership that inspires a team effort toward accomplishing division goals and objectives.
  • Knowledge of state and county human services delivery and management systems.
  • Ability to conceptualize, implement, and evaluate practical solutions in a politically and programmatically complex environment.
  • Program planning and ability to develop and recommend planning strategies regarding programs, policies, and legislation.
  • Analytical approach to resolving issues by gathering relevant information that considers a broad range of complex factors.
  • Strong critical thinking in order to make executive level decisions.
  • Effective oral and written communication to ensure that division and program goals are transparent, clear, and understood.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
