Job Summary

The Child and Family Health Assistant Division Director, in collaboration with the Division Director, provides policy, operational, and administrative direction and oversight to the Division of Child and Family Health. This position supports the Director in leading the division in strategic planning, cross-section and cross department collaboration, strong partnerships, high quality work products, and a respectful work environment for Women Infant Children Supplemental Nutrition (WIC), Family Home Visiting (FHV), Maternal and Child Health (MCH), and the Children and Youth with Special Needs (CYSHN) Sections, in order to accomplish the goals and objectives of the Division and Department in a timely and effective manner. This position provides high level oversight to project planning, coordination and participates as a member of cross department committees, such as the Health Operations Team, Performance and Strategy Team, and AD HOC Operational committees.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.

This is a hybrid telework position that require in-person meetings with external shareholders as well as in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

Qualifications

Minimum Qualifications

To ensure proper credentialing, the following minimum qualifications must be clearly demonstrated on the applicant's resume/application to be considered for this position.

Four (4) years of public/governmental management and leadership experience in a public health or human services program, providing leadership to programs such as maternal child health, women's health, family home visiting, children and youth with special health needs, WIC, health policy, health promotion, or other related public health; sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. This experience must demonstrate the following:
  • Project management.
  • Strategic planning and implementation.
  • Financial oversight, including budgetary oversight, contract and grant management.
  • Policy, procedure and program oversight, creation, and implementation.

Minimum Qualifications to be assessed at time of interview:
  • Knowledge of principles and practices of public health, including population-based prevention and health improvement strategies.
  • Ability to effectively integrate programmatic activities of a staff composed of professional, technical, clerical and administrative personnel.
  • Ability to interpret fiscal and policy impacts of new legislation proposed by the department or by legislators and interest groups, recommend the level of department support, and provide leadership to the department legislative team.

Degree Equivalencies:
  • Bachelor's degree in Public Health, Community Health, Nursing, Public Administration, Social Work or related degree equals one (1) year of experience.
  • Master's degree in Public Health, Community Health, Nursing, Public Administration, Social Work or related degree equals eighteen (18) months of experience.
  • Doctorate degree in Public Health, Community Health, Nursing, Public Administration, Social Work or related degree equals two (2) years of experience.

Preferred Qualifications
  • Bachelor or Master's Degree in Public Health, Nursing, Public Administration, Community Health, Social Work or related degree.
  • Four (4) years of supervisory or managerial experience in a state public health program.
  • Fundamentals of public finance, budgeting principles, state and federal grant and contract management policy, regulations and practices within the state of MN.
  • Knowledge of methodologies and techniques involved in the collection and interpretation of data and its applicability to the planning, development and implementation of health initiatives.
  • Ability to establish and maintain effective working relationships with private/non-profit organization leaders, legislators, health care leaders, business executives, special interest groups, and local state and federal officials.

  • This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
