Summary

The position is in the Department of State Office of Inspector General (State OlG). The Inspector General (IG) reports to the Secretary of State and the Congress. The State OIG has responsibility to detect and deter fraud, waste, and abuse, and promote the economy and efficiency of Department of State (Department) programs and operations, in accordance with the Inspector General Act of 1978, P.L. 95-452, as amended.

Clarification from the agency

The area of consideration for this position is all groups of qualified individuals within the Civil Service, Excepted Service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. A person is considered to be in the Civil Service only if occupying a Civil Service position at the time of application.

Duties

The incumbent is responsible for identifying how data can be used to support the agency's most important and complex investigation, audit, inspection and evaluation priorities, as well as budget planning, programming and execution. Data Analytics portfolio of responsibilities include fraud analytics, business analytics, metrics, and enterprise risk management. Conducts strategic analyses of the State Department to identify programs at high risk of fraud, waste, and abuse. Develops dashboards, infographics, and short-term data analytics integration efforts by evaluating the feasibility of using data analytics to facilitate specific investigations, audits, inspections and evaluations.

Develops long-term data analytics integration solutions by evaluating OIG oversight operations and developing options to broadly integrate data analytics across the OIG enterprise. Ensures appropriate reliable data is collected, protected, and stored to support numerous oversight efforts.

Plans, directs, and implements: The OIG's data analytics enterprise strategy and daily program activities:

  • Appropriate data governance, consisting of effective policy and standards for data quality and lifecycle management for a wide variety of data types across all classification levels.
  • Data analysis services, ensuring appropriate data set acquisition, integration, and dissemination of data analytic results.
  • Data analytics program management, including project management, change management, communications, and training.
  • Broad advisory services and subject matter expertise for data analytics across the OIG enterprise.


Serves as a partner across the senior executive team to help develop and execute the OIG's long-range strategic plans and programs.

Builds coalitions across OIG components and external partners for key data management activities. Shapes the OIG's investigation, audit, inspection and evaluation efforts by establishing new ways of conducting oversight work that evaluates either entire Department programs or large segments thereof in a single timely oversight project.

Creates strategy and policies for improving data quality, enhancing data management practices, integrating data collection, and leading the governance of data and information management for oversight projects.

Develops and implements a data services strategy to optimize the use of OIG data analytics for users, data warehouses, large data sets, business intelligence tools, and staff training.

Collaborates with the Chief Information Officer (CIO), Assistant Inspector General for Management and Resources (AIGM), and Office of General Counsel (OGC) to ensure OIG wide data efforts adhere to existing IT infrastructure plans and the Privacy Act, ensuring full analysis of privacy, confidentiality, and security issues.

Develops OIG-wide data analytics policy, including a formal data governance framework and data life cycle practices, to optimize the contributions of data analytics capabilities to OIG oversight of Department programs and operations.

Supervises and provides broad oversight of staff assigned to the Data Analytics office. Develops and implements an annual work plan and associated budget, personnel, and contract augmentation requirements.

Qualifications

MTQ 3: Executive level management experience in leading and motivating a highly skilled, technical staff. Experience with establishing or growing a data analytics team and/or demonstrated application of data analytics to OIG oversight efforts.
