Summary

This Senior Management Advisor (SMA) is located in the Office of Human Capital Services (OHCS), Veterans Benefits Administration (VBA), reports to the Deputy Executive Director for Program Administration. The SMA assists in the oversight of all HR Data including the Workforce Planning and Strategic Analysis (WPSA) Division, performing complex analytical studies and assignments using a wide range of qualitative and quantitative methods for assessment, data mining and collection, and analysis.

Duties

Responsibilities include, but are not limited to:

1) Performs complex analytical studies and assignments using a wide range of qualitative and quantitative methods for assessment, data mining and collection, analysis, measurement, identification of trends, management reporting and develops short and long range plans to meet HR and Program Analytic goals.

2) Oversees and assists with the development and evaluation of policies, plans, standards, and procedures necessary to effectively implement agency-priority goals in the area of benefits and services for Veterans, family members and survivors.

3) Advises on the oversight, technical operations, and administration of the Department's programs that provide solutions to modernize including associated data analytics and business intelligence, processes and methods of collecting, storing, and analyzing data from business operations or activities to optimize performance, that will provide substantive support to VBA efficiencies.

4) Advises leadership on day to day operational, statistical and analytical matters as well as the continuity of Strategic Human Capital Management

5) Analyzes and makes informed recommendations on impacts of legislation, coordinating activities with other services and business lines, Federal and State agencies, and Congressional stakeholders.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Mandatory Technical Qualifications (TQ):
  • Demonstrated experience in enterprise-level data creation, management, analysis, storage, and retrieval.
  • Experience in data integrity and improvement and data automation of a Human Resources/Human Capital Management office of a large public or private sector organization.


Additional information

Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
