Job Description

NYC Health + Hospitals' enterprise-wide Supply Chain Services office is seeking an experienced professional to lead its Materials Management services.

The Assistant Vice President makes key strategic decisions, in concert with the Senior AVP of Business Operations, regarding procurement services and oversees daily operations. He/she establishes the policies and processes used to guide contract negotiations across the health system to meet the organizational needs while helping to reduce costs and improve quality. The position requires strong leadership and partnership skills, keen analytical skills, as well as strong writing and presentation skills.

The successful candidate will have a strong sense of ownership, excellent inter-personal and problem-solving skills, and be interested in playing a meaningful role in the operation of a large, integrated healthcare delivery system.

NYC Health + Hospitals' Supply Chain Services group is an enterprise-wide centralized procurement department which contracts for goods, services, software, pharmaceuticals, consultants, staffing, and construction for NYC Health + Hospitals' eleven acute hospitals, six long-term care facilities, numerous clinics, correctional health services, 45,000 staff, and an annual spend of approximately $1.5 billion.

SUMMARY OF DUTIES AND RESPONSIBILITIES:
1. Strategic Planning
a. Develops a procurement plan and strategy to reduce and contain costs; evaluates and assists in vendor selection; ensures excellent supplier performance; oversees and participates in contract negotiations; and ensures procurement policies and procedures meet internal and external compliance requirements as well as state and city agency programmatic goals of vendor diversity, etc.
b. Leverages data capabilities to drive decision making with a view on the future focus of the business, innovation and creativity, and efficiency improvements.
c. Initiates and develops the strategic plans, policies and procedures for areas of the business where there is need, including content and infrastructure.
d. Identifies and develops new business initiatives and opportunities consistent with the mission and strategic direction of the Health System under the direction of Senior Leadership.
e. Establishes and measures organizational performance against goals and objectives.
f. Leads daily operations, interprets changes in the marketplace, generates ideas, and participates in initiatives that increase our market advantage.
g. Defines aim, objective, metrics, and process measures to implement management controls and reporting procedures to ensure that the department has up to date situational awareness of all core issues and operating data pertinent to sound decision making.
2. Operational Performance
a. Orchestrates enterprise-wide supply chain processes for needs determination, procurement, distribution, and disposal of supplies, equipment, and purchased services.
b. Oversees procurement initiatives from conception to completion and drive collaborative change throughout the organization.
c. Partners with hospital executives, service line leadership and key stakeholders across the health system to identify business needs and formulate solution to streamline operations, reduce costs and improve quality.
d. Consults on sourcing solutions, negotiates agreements, and develops and manages vendor relationships to optimize growth while mitigating risks.
e. Monitors and evaluates the impact of industry trends on the area's current business performance and competitive outlook.
f. Analyzes competitors' services and prices, synthesizes information, and develops a cohesive, integrated marketing strategy and action plan.
g. Ensures active communication with all external and internal constituencies to establish strong relationships that are complimentary and consistent with organizational goals and strategic needs.
h. Ensures that staff is properly allocated with appropriate resources in order to achieve project deliverables and expectations of clients, while maintaining appropriate savings goals and margins.
i. Experienced with GPO contracting and services, local contracting and government contracting and building and maintaining partnership agreements.
j. Serves as the liaison by understanding and interpreting business requirements, mapping process models, designing technical solutions to satisfy requirements, and completing formal system piloting.
k. Develops and manages best-practices and tools for performance improvement plan execution and management. Identifies and manages performance improvement dependencies and critical path issues.
l. Serves as an operational resource for internal team members for expedited problem identification and resolution, provision of project-specific updates, team interactions and deadlines.
m. Develops or assists in the development of work plans, task sequencing, and runs test cases to evaluate the extent of how tasks may be performed concurrently.
n. Supports short and long term operational/strategic business activities - by developing, enhancing and maintaining project information and models. Also develops and implements effective/strategic business solutions through research and analysis of data and business processes.
o. Analyzes business needs and ensures that functional and technical requirements are documented.
i. Develops KPIs and dashboards to create transparency, monitor success metrics, project status and support financial reporting.
ii. Develops POCs, Project Charters, Project and Business Plans.
iii. Prepares routine project status reports.
iv. Provides regular project status information to team members, including attending required meetings and following-up on action items.
3. HR Development
a. Hires, trains, supervises, counsels and evaluates direct reports.
b. Mentors developing Operational Leaders on performance improvement techniques including assisting with strategic planning of initiatives focused on Health System priorities.
c. Manages staff development and training with a focus on productivity, staff retention, travel and expense, billability.
d. Conducts and submits annual performance appraisals.

Minimum Qualifications
1. A Master's degree in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, n, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or
2. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or
3. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor's Degree.

Department Preferences
• Experience working for a hospital system and specialized knowledge and experience with procurement and supply chain in a healthcare environment are strongly preferred.
• 8-10 years of relevant experience showing a progressive increase of responsibilities and experience in healthcare supply chain management.
