Job Description

Under direction of the Senior Director, develops, plans, coordinates and monitors all aspects of implementation and study oversight (including but not limited to operations, administration, financial, and regulatory). Ensures delivery of health care services and assures the maintenance and attainment of quality care as mandated under Federal, State and local legislation. In collaboration with the Director, formulates and evaluates programs and projects of the Office and supervises the functional programming activities of discrete units or groups directed toward accomplishing the Division's objectives.

General tasks and responsibilities will include:

  • Thorough reviews and authorization of projects via the research approval process using the research application system for HHC facilities;
  • Ensures billing compliance, including but not limited identifying non-billable patient care costs by identifying which costs should be billed to patients and/or insurers.
  • Assists in maintaining financial compliance including but not limited to: drafting budgets, overseeing billing operations, and supporting the facilities to adhere to best practices.
  • Ensures that standards regarding subject registration, protocol specific tests, and required documentation are consistently followed within NYC HHC and with cooperating institutions if applicable.
  • Manages and oversees collaboration with facility research teams to ensure that research participants are treated in accordance with all mandated requirements;
  • Performs audits at all study phases when appropriate;
  • Collects, maintains, and presents the metrics related to this research approval process in order to ensure adherence of research projects to HHC internal policies and guidelines.
  • Assists in developing education and training programs, specifically in the areas of human subjects protection, regulatory compliance, grant development, writing and submission.
  • Participates in the planning and implementation of systemwide initiatives.
  • Supports the Senior Director and Director in audits and other ethical, regulatory, or compliance requests from Legal, the Inspector General, Internal Audits, the IRB, and other applicable internal and external offices.
  • Carries out the goals and encourages the research community to adhere to institutional policies and procedures as well as federal, state, and other local regulations or requirements.
  • Performs all other tasks as directed by the Senior Director and Director.


Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in Health Administration, Public Administration or approved related program; and,
2. Six years of full-time, paid experience of progressively responsible level in hospital administration with particular emphasis on development and evaluation of health care delivery services; or,
3. A Master's Degree from an accredited college or university in Hospital or Health Administration, Health Care Planning, Public Health, Administrative Medicine, Business Administration, Public Administration or approved related program; and,
4. Five years of full-time, paid experience as indicated in (2); or,
5. A satisfactory equivalent combination of education, training and experience.

Department Preferences

  • Proficient in problem solving and critical analysis
  • Excellent written and verbal communication skills
  • At least 8 years working on the management of human subjects research in an operational, financial, or regulatory capacity
  • At least 5 years working in the public or municipal sector or an equivalent setting.
