This position is located in the Federal Deposit Insurance Corporation (FDIC), Office of Inspector General (OIG), and Office of Audits, Evaluations, and Cyber (AEC). This position conducts audits, evaluations, and/or reviews on FDIC programs and operations, assesses their efficiency and effectiveness, and makes recommendations for improvements at the Agency.

Clarification from the agency

Applicants who have graduated within the last 2 years, or will graduate by June 30, 2024 and have completed a qualifying degree or certificate from a qualifying educational institution. Veterans unable to apply within 2 years receiving their degree, due to military service obligation, may have their eligibility period extended. The 2-year eligibility period begins upon release from active duty and may not be extended beyond 6 years from degree completion.

Duties

  • Engage in supporting AEC programs by participating and contributing to audits, evaluations, and/or reviews (projects) related to FDIC programs and operations.
  • Conduct research on background information, applicable laws, directives, regulations, manuals, prior studies, best practices, and reports to gain comprehensive knowledge relevant to the project.
  • Use professional judgement in developing approaches and formulating recommendations for various project questions, requiring some guidance of the project lead.
  • Participate in developing the scope and objectives of projects.
  • Apply relevant professional standards to conduct projects, analyzing numerous programs and systems.
  • Assist with the development of project plans that assess the compliance, efficiency, and effectiveness of the FDIC's programs and operations to identify weaknesses related to fraud, waste and abuse; assists with managing project execution.
  • Utilize various sources, such as document reviews, interviews, observation, and electronic data to collect information, ensuring compliance with professional standards through the use of automated software.
  • Ensure sufficient evidence supports working paper conclusions and summarizes project results and actions taken to address management issues.
  • Prepare information for draft reports ensuring comprehensive cross-referencing of supporting documentation.
  • Collaborate with peers on on-going projects and facilitates entrance and exit conferences as directed by the supervisor or project lead.
  • Coordinate team activities and prepares detailed working papers to document work accomplished.
  • Offer advice and guidance on project areas of scope and mission impact, assisting in resolving common problems and providing support to the project team on tasks, internal controls, and related issues.
  • Communicate orally (in person or virtual) and in writing, particularly with AEC management and FDIC officials, including presenting views inconsistent with project findings.
  • Prepare written assignments, including interview summaries, data analyses, and other working papers following applicable professional standards and policies.
  • Conduct informal briefings with management to discuss potential findings.

The applicants selected will be offered a position in the FDIC Pathways Recent Graduates Program, on an excepted service appointment. Program and conversion requirements will be identified in the FDIC Pathways Recent Graduates Participant Agreement. After successful completion of all the program requirements and based on the FDIC's budget and needs, recent graduates may be non-competitively converted to a term or permanent position in the competitive service. This is a career ladder position as an Auditor with full performance level of CG-0511-13, however, service in the FDIC Pathways Recent Graduates Program confers no right to further employment in the competitive or excepted service.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. All applicants MUST meet the recent graduate program eligibility requirement, one of the basic qualification requirements AND the specialized experience described below for this position:

1. Recent Graduate Program Eligibility:

You must have obtained a qualifying associate's, bachelor's, master's, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution within the previous 2 years from close of announcement date.

Veterans who were precluded from applying during any portion of the two-year eligibility period due to their military service obligation will have a full two-year period of eligibility upon release or discharge from active duty to apply. In no event may the period extend beyond six years from the date the veteran completed all the requirements of an academic course of study.

2. Basic Education Requirements:

(1) Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

(2) Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

3. Specialized Experience Requirements:

In addition to meeting the Recent Graduate Program Eligibility and Basic Education Requirements above, applicants must also meet the specialized experience and/or directly related education or a combination.

For the CG-9: Applicants must have completed at least one year of specialized experience equivalent to at least the 7 grade level or above in the Federal service. Qualifying specialized experience must demonstrate the following:

  • assisting in conducting performance audits, evaluations, or reviews;
  • assisting in preparing written reports, work papers or briefs;
  • assisting in collecting, evaluating, and analyzing data;
  • verifying facts or reported statistics to source documents; and
  • briefing peers, instructors, or management on assignment or project results


OR

Two full years of progressively higher level graduate education leading to a master's degree or master's equivalent graduate degree may be substituted to meet the specialized experience requirement.

OR

Combination of education and experience. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of first 18 semester hours (27 quarter hours) may be combined to be considered as qualifying education.
