ABOUT THIS POSITION

Over 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact of $44.3 billion annually.

The Aviation Department has a vacancy for a Terminal and International Operations Aviation Supervisor III position. This role manages operational activity within Airport Terminals, International passenger flow in coordination with Customs and Border Protection, the day-to-day oversight and compliance of Common Use activity, collaboration with Airport Duty Managers and other tenants and stakeholders for the safe and efficient transition of customers through terminals and concourses.

This position is also responsible for the airline schedule submission and gating processes as well as the general oversight of Airlines using the Airport's Common Use infrastructure. Additional responsibilities include managing a team of Aviation Supervisors, Airport Security Guards (ASGs), and provides regular mentoring and leadership to these work groups. The Supervisor III position oversees a small operating budget and various contracts within the Terminal Operations Section. A high level of professional customer service is required with internal and external stakeholders, government agencies such as the CBP, TSA, and FAA and the traveling public.

Job duties include:
  • Provides leadership and supervision to Aviation Supervisor IIs and a staff of Airport Security Guards (ASGs). Manages staff performance and works collaboratively with employees while making business decisions to improve efficiencies and productivity.
  • Utilizes excellent interpersonal skills and demonstrates the ability to collaborate with Divisions and/or other departments, the general public, external agencies, and contractors to coordinate activities, discuss policies, review work, exchange information, and resolve problems.
  • Delivers consistent, high-quality customer service with individuals in a face-to-face, one-on-one, or group setting, virtually, or by using various technology. Provides a high level of staff engagement and support.
  • Monitors the operating budget as relates to the Terminal Operations Section and tracks contracts on a monthly basis to include conducting monthly analysis and expenditure tracking in line with financial objectives.
  • Trains, educates, and assists the Terminal Operations staff with basic understanding of the Common Use concept and the role of the Terminal Ops staff to assist with managing this program. Acts as the Airport Management System (AMS) subject matter expert and oversees the proper training of staff on the technology.
  • Supports Operations Leadership and may respond to the Emergency Operations Center (EOC) when activated. May prepare, update and coordinate emergency response plans for the section.
  • Supports Division Leadership and assists with Key Performance Indicator (KPI) metrics for a more efficient Division. Helps create SOPs, Rule and Regulation updates, and coordinates hiring processes.
  • Represents the Terminal Operations Section in meetings and escalates any influences that may impact seamless operations or flow of customer activity.
  • Utilizes Microsoft Office Suite, GIS, AMS, and various other technology software and devices.

IDEAL CANDIDATE

  • Knowledge of federal, state, and local laws and regulations applicable to airport operations, especially those relating to terminal activity.
  • Ability to see big picture impacts and collaborate with stakeholders to implement solutions efficiently and effectively.

SALARY

Pay Range: $63,045 to $113,319 annually.

Hiring Range: $63,045 to $84,468 annually.

MINIMUM QUALIFICATIONS

  • Four years of progressively responsible experience in airport activities or technically specific areas.
  • Two of which must have been in a supervisory capacity.
  • Associate's degree in public, business, or airport administration, or a related field.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with common facility airport operations.
  • Experience with project and contract management.
  • Experience with FAA Airport Safety Management System.
  • Experience managing large operating budgets and profit/ loss.
  • Experience with report writing, presenting, and administrative duties.
  • Experience coordinating programs, processes, regulations, and airport activity.
  • Experience developing and coordinating training related to airport safety management system.
  • Experience updating and communicating rules, regulations, authoring program manuals or standard operating procedures (SOPs).
  • Aviation industry credentials highly desired (C.M., ACE, AAE, etc.).
