Under the close supervision of a Senior Environmental Scientist (Supervisory) and in accordance with the California Department of Transportation (Caltrans) contract R2282001 for services between CDFW and Caltrans, the Environmental Scientist supports the Region in reviewing, approving, compliance, and monitoring of Caltrans Projects pursuant to a Master Lake and Streamed Agreement (Master LSA), related to the Broadband Middle-Mile Network (Broadband). With detailed instruction and in accordance with specific standards, the Environmental Scientist will work to assist the Region with Caltrans compliance of the Master LSA and other permits, and current laws, regulations, CDFW policy, and procedures pertaining to the protection of biological resources.
The Environmental Scientist assists with: Finalizing the Master LSA and implements the Master LSA by performing preliminary review of Subnotifications for consistency with the Master LSA and the CEQA Statutory Exemption. Review of Consistency Determination (CD) applications, California Endangered Species Act (CESA) Incidental Take Permit (ITP) applications, Lake and Streambed Alteration Notifications and performs preliminary environmental analysis of Caltrans Projects and prepares regulatory and compliance documents.
Tasks include the following: draft permits, review environmental documents, review Subnotifications, facilitate mitigation completion, facilitate review of permittee responsible mitigation, facilitate review of conservation banks, and lands packages (e.g. review long term management plans, interim management plans, Property Analysis Records (or similar), biological resources report for mitigation lands, GIS shapefiles of mitigation lands, habitat land acquisition documents, and draft Due Diligence Letters) as appropriate. This position will also assist CDFW in fulfilling its obligations under the California Environmental Quality Act (CEQA), where applicable.
This position is 12 months Limited Term (LT) and may be extended up to an additional 12 months or become permanent. If you currently have permanent status in your position and have passed probation, you have mandatory reinstatement rights into your former position at the end of this LT appointment. If you have not had prior permanent or probationary civil service status, you will be separated from State service.

Working Conditions
In office and field settings. The position requires the use of a computer for several hours each day, the completion of office tasks that require sitting, standing, and walking to other locations; attendance at meetings and participation in conference calls. The position may require occasional travel throughout the State including overnight travel, early mornings, late nights, hiking over uneven and possibly steep or wet terrain, use of 4-wheel drive vehicle (including all-terrain vehicle), and work in inclement weather. The position may require attendance at site visits/Caltrans construction sites. A valid California's driver's license is required to drive to meetings and field sites. The position may require the incumbent to wear a uniform identifying the employee as CDFW staff. This position is eligible for a hybrid telework schedule depending on operational needs.
Position will be located in San Bernardino County in the City of Ontario.
