Under the supervision of the Principal State Metrologist, the incumbent performs technical analyses, tests and inspections of electrical and mechanical weighing and measuring instruments including associated electrical interfaces, controls, and software.

Duties may include, but are not limited to:

• Conduct scientific evaluations of device designs encompassing physical and technical properties of measuring systems, including zero-emission fueling and charging system, to determine statistical validity of device design and use parameters for acceptance into commercial use within California, the United States, and Canada.

• Use scientifically sound principles to prepare detailed analytical and physical test reports on equipment performance in both laboratory and field environments.

• Prepare detailed technical correspondence with design engineers and scientists and communicate limitations of use based on system design.

• Operate and verify calibrations of various scientific laboratory measuring instruments and physical standards.

• Prepare and review documents supporting previously tested equipment; attend required classroom, field, and online training; schedule and maintain an active testing and evaluation workload.

• Communicate Type Evaluation fees and detail test procedures with applicants and prepare accurate and detailed billings to clients for services rendered.

• Participate in national working groups formed by the NIST or NCWM conducting scientific research to refine existing test equipment and parameters and develop new scientific approaches to accurate and precise physical measurements.

• Serve as scientific and technical resource providing the laboratory and statistical data used in establishing policies, performance and use requirements, and testing procedures as well as the application and interpretation of laws and regulations for equipment designers and users.

• Provide technical support to local weights and measure jurisdictions for testing installed and operating zero-emission vehicle fueling systems used for commercial purposes and associated software in support of the State's environmental goal of decarbonizing the transportation sector.

• Assure that precision instruments receive routine preventative maintenance and maintain statistical performance data on all laboratory instruments

• Develop and provide specific classroom and field training to weights and measures county officials to ensure uniform application of proper procedures for device testing and personal safety.

Working Conditions

This position provides FREE PARKING in a secured, private lot. Close to freeways, restaurants, and seasonal farmer's market.

Employees in this classification work in all types of environmental conditions to conduct on-site evaluations including outdoor weather; extreme conditions of heat and cold; manufacturing and industrial plants; and hazardous environments requiring 1) protective clothing, 2) an awareness of emergency response procedures and 3) cooperation with the facility's safety officer.

Administrative duties are conducted in an office and some on-site testing and evaluation is conducted in the Division's laboratories.

In and out-of-state travel using a state provided vehicle or commercial carrier, as appropriate, up to 25% of the time is possible. Some evaluations may be conducted in foreign countries when necessary if international travel is approved by the Governor's Office and the Department.

Employees in this classification work with and direct local officials, manufacturers, engineers, and the public. The incumbent must maintain good public relations, use good judgement and follow established procedures. You may encounter difficult people when working with industry representatives and type evaluation applicants.

Department Information
California law requires that all new models of commercial weighing and measuring devices be evaluated and approved by the California Type Evaluation Program before use in California.

The program operates one of only four laboratories certified by the National Institute of Standards and Technology and the National Conference of Weights and Measures as participating laboratories of the National Type Evaluation Program. As the only certified laboratory in the western United States, the California laboratory serves to evaluate and approve weighing and measuring devices for California manufacturers as well as manufacturers from other states and countries. These devices are typically marketed throughout the United States and are used commercially to ensure accurate transactions involving weighed or measured commodities. Industry shares in the costs of operating this program through the payment of fees for device inspections and certificates.
