Why does the job exist?
The purpose of this position is to manage the financial administrative tasks of the Radiation Control Bureau to ensure compliance with federal and state fiscal procedures, and policies, and maintain budget and accounting records to ensure that state and federal funds are used and managed appropriately. This position exists to prepare and manage the budget and to provide fiscal oversight of the bureau's finances including purchasing, capital assets, federal grants, verification of documentation and maintenance of spreadsheets to ensure compliance with accounting principles, practices, Federal regulations, Department and State policies and procedures and audits for the Radiation Control Bureau.
How does it get done?
- Develop and compile budget documentation and justifications to support budget requests
- Manage budgets, track revenue, complete reconciliations, and update budget projections with a high level of accuracy, within strict time constraints
- Handle multiple tasks and requests from several people simultaneously
- Work within the Statewide Human Resources Accounting and Reporting (SHARE) system
- Process timely payments to vendors by reviewing financial documents for accuracy and approvals
- Act as the fixed assets and vehicle/fleet coordinator, and fulfill other financial and administrative roles as required
- Assist with cost package assembly and required journal entry adjustments as well as budget development, submission, monitoring, and revenue tracking
- Interact with the designated Bureaus within the New Mexico Environment Department
- Work with outside vendors

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- Assisting with the preparation and review of accounting documents for accuracy and compliance
- Ensuring transactions are within the authorized budget
- Working knowledge of auditing processes
- Interacting proactively with staff members and customers
- Building advanced level, formula-driven Excel spreadsheets
Minimum Qualification
Bachelor's degree in Accounting, Finance or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting and/or federal grant reporting. Substitutions Apply. See Substitution Table below.

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasional overtime and limited travel.
