Under the general direction of the Information Technology Supervisor II, the ITS I will assume a lead Business / Systems analyst role within the CAPMAN team. The ITS I specializes in analysis, requirements, testing, and coordination activities. The ITS I acts as a liaison between non-technical program staff and information technology (IT) stakeholders as they relate to the CAPMAN system. The ITS I will be responsible for developing reports and screen layouts, facilitating analysis and design meetings with customers, creating test scripts, performing QA testing on all system changes, and documenting changes to the CAPMAN system. The ITS I may provide technical help on other systems.

Key Roles and Responsibilities performed by this position:

Client Services
Performs as the subject matter expert on the most complex data processing projects. Oversees development of technical, general, and detail specifications and requirements. Acts as a liaison between the business units and the Enterprise Technology Services (ETS) division to ensure SQL scripts are run in the proper CAPMAN environment, in the appropriate order and validates script results through the CAPMAN user interface or via SQL scripts. Coordinates analytical activities and shows leadership in identifying new issues and business opportunities. Makes recommendations to management on technical security requirements, business requirements, and analysis specifications such as Systems Requirements and System Design documentation

System Engineering
Services as the department's 820 Medi-Cal Managed Care (MMCD) System Liaison. Performs secondary maintenance functions for other systems such as Electronic Accounting Modular Interface. Develops business and system requirements, provides oversight, and discusses existing or new technology with contracts and vendors. Makes technical recommendations regarding systems and problems requiring solutions. Coordinates problem solving and ensures conformity to methods, standards, and practices with management, other IT staff, vendors, and external entities. Gains and maintains knowledge of systems analysis techniques. Has knowledge of, and understands the roles and responsibilities of oversight and regulatory agencies and assures quality control and dependability.

Business Technology Management
Provides technical expertise and performs as the subject matter expert for system changes during all phases of the SDLC. Oversees and/or performs analysis, design, and testing efforts, as well as deliverables through implementation and maintenance of the most complex information technology systems. Creates and/or updates system support documentation, analysis documentation, training documentation and business process documentation. Recommends and documents implemented improvements for the continued support of critical CAPMAN functions. Provides assistance with monitoring trouble tickets through resolution. Performs queries and analysis support using Microsoft tools such as, Excel, Word, Visio, and SQL Server. Acting as the subject matter expert, utilizes Microsoft tools and in-depth data analysis to complete daily 834, monthly 834, and monthly 820 EDI transaction reconciliation process.
With minimal supervision, the incumbent provides intermediate knowledge and expertise for the software development lifecycle phases. Working with both technical and non-technical staff, uses both written and oral communication skills with team members, managers, vendors, contractors, and end users. Works independently and has wide ranging responsibility for object oriented application technology development and support.

The salary offer for this position will start in the lowest range. State salary negotiations are only viable for selected candidates who can demonstrate ability to command more than the starting rate in a comparable position.

Working Conditions

DHCS has embraced a hybrid work environment. Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule per DHCS's Telework Policy, in accordance with Government Code Sections 14200-14203.

Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.

Should the incumbent ever need to report to an office, they will need to report to a DHCS office located in Downtown Sacramento.
