Under the direct supervision of the Information Technology Supervisor II, The incumbent acts as a business analyst responsible for maintaining information technology (IT) hardware and software inventory, reviewing software licensing requirements, and assisting with coordination of activities in the Information Technology Asset Management Unit. The incumbent works on a wide range of software asset management assignments, keeps track of IT hardware assets and projects to conduct complex business analyses for the enterprise on various software and IT hardware assets in receiving, tracking, harvesting, and controlling software life cycle practices. The incumbent provides various software and hardware reports and software purchase quotes, regularly reviews enterprise software licenses especially with top software products identified in the software asset management compliance program, periodically performs internal software and IT hardware audits, and works and consults with Contracts and Procurement Unit, Legal, and IT stakeholders to update the software license tracking database with license agreements and /or license contract provisions and restrictions. The incumbent performs as a customer service advocate providing customer support and assistance, develops, and maintains software and hardware asset receiving and tracking processes, procedures, and policies. The incumbent identifies business needs and cost saving opportunities and makes recommendations to assist management with decision making which pertains to IT asset management.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Proficient experience in performing analysis of IT asset management practices, using analysis methods to produce documented procedures and policies that meet the approval of Legislative Date Center management and enforcing them to produce accurate data records. Proficient experience in providing customer service and technical support. Proficient experience in formulating policies of the broadest scope, interpreting, and applying those polices to ensure software license compliance. Proficient experience with database of the asset management system and tools to effectively extract data for customers' information needs. Proficient experience with an enterprise-wide software application, i.e., Oracle Fixed Assets. Proficient experience with different software licensing models and purchase programs for desktop software licensing and pricing/licensing trends. Knowledge of a software license optimization tool, such as Flexera FlexNet Manager® Suite. Knowledge of server software licensing. Ability to recommend to customers improvements to their business operations to increase return of investment on technology. Ability to analyze data and situations, reason logically and creatively, draw valid conclusions, develop effective solutions and evaluate alternatives to resolve problems and project assignments. Ability to work in an organized and efficient manner while under pressure in order to meet challenging time constraints. Ability to adapt to changing priorities and complete multiple concurrent assignments and projects.

Your Responsibilities
  • Track and maintain IT hardware and software compliance; assist IT Contracts and Procurement staff to obtain software quotes; process software purchases; assure comprehensive IT asset management processes and maintenance throughout its lifecycle
  • Understand software licensing models to translate software licensing terms for both data collection and technical requirements to meet business demands
  • Research and gather software product information to recommend a software solution
  • Develop, document, and manage IT business processes associated with IT hardware and software asset and licensing management
  • Monitor and perform audits of IT hardware and desktop software licenses for inventory accuracy and compliance purposes
  • Work with teams to analyze, troubleshoot, and resolve information technology problems
