Job Duties

Supervises and/or performs administrative services typically for a segment of a health district/central office unit. The focus is typically on daily operations other administrative activities shared with a higher-level administrator, manager or professional. Positions supervise at least two functions: finance, human resources, and facilities management, contract management, procurement. Duties may include: collects, compiles and analyzes staffing data; HR management; researches and identifies available funding sources; collects and analyzes data; writes grants for review by supervisor; facilities management; analyzes data for business needs assessment under supervisor's direction; supports implementation of programs; assists with program planning and execution.

1. Performance Management (Supervisors Only)
• Assesses staff skills, abilities and areas in which training would proactively and fairly assist in performance attainment
• Establishes and reviews work assignments and priorities, and resolves related managerial/supervisory issues in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals
2. Fiscal Management & Budget Support
• May prepare budget forms and documents for supervisor in support of budget preparation and development
• Researches, collects and analyzes data for budget and other fiscal preparation and development
• Provides supervisory guidance on accounts receivable and payable processes and procedures
• Prepares fiscal reports
3. Facilities & Resource Management
• Responsible for facility management and general services for an office or district, including maintenance, renovations, repairs, leases and relocations
• Evaluates and coordinates facility needs
• May serve as a liaison for contracts and provide input towards future costs to assist budget planning
• Coordinates with OPGS or Emergency Coordinator to assure space needs and updates to spaces are compliant with building codes and safety requirements
• Serves as a point of contact for various resource coordination to include, but not limited to technical advice and coordination for telecommunications, tracking and monitoring of fixed and controllable assets
• May serve as a point of contact or oversee fleet management coordination for office or district
• May serve as a liaison for VITA Support and Reconciliation
4. Contracts & Procurement
• Supports department managers with selecting appropriate resources to meet program needs in cost-effective manner
• Ensures procurements are completed in accordance with federal, state and agency policies and procedures
• Provides supervisory guidance and oversight on contract and procurement policies and procedures
5. Records Maintenance
• Maintains records in accordance with Records Maintenance policies and procedures
• Assures staff are aware of records retention requirements and maintain records in accordance with established policies and procedures
6. Other Duties
• May be required to perform other duties; may include functions in support of an emergency declaration

Minimum Qualifications

• Knowledge of principles/practices of government/agency administrative and fiscal functions
• Ability to perform fiscal, bookkeeping and accounting related duties associated with maintenance of fiscal information, following established procedures in support of a district's administrative operations
• Exercises discretion and judgement to classify, proof and post transactions to journals and ledgers
• Ability to conduct cost-benefit analysis to make informed decisions to management
• Ability and understanding of time and effort (T & E)
• Knowledge of facility management principles to include OSHA, maintenance, contracts, utilities, security and employee access
• Experience supervising or leading others

Additional Considerations

*Should have a general understanding in Medical A/R billing and grant funding.
