Position Summary

This business manager is responsible for the financial management of assigned accounts by applying a comprehensive professional understanding of financial accounting and public budgeting as it applies to higher education and public service. This will be accomplished by monitoring personal services and operating expenditures in relation to budget and actuals and includes sub-awards, contracts, and other related outsourcing of services. Using advanced knowledge of financial accounting and public budgeting, this business manager ensures that all transactions against assigned accounts meet Institute of Government guidelines, University of Georgia policies, and Board of Regents policies. Development and production of complex financial reporting is expected of this business manager for assigned accounts. Data, information, and records are to be maintained for assigned accounts in the internal financial management system - currently QuickBooks and related document management systems - for use by public service faculty, assigned staff and Institute of Government management. Proper handling of all related agreements is expected including adherence to related local, state and federal laws. This business manager also performs regular analysis and creates regular reporting for assigned accounts from the internal financial management system. Assigned accounts are reconciled regularly against University records to ensure accuracy. This business manager provides professional oversight of the fiscal affairs for assigned accounts and assists public service faculty, assigned staff and Institute of Government management regarding assigned accounts.

Awards Management
The business manager provides professional management for sponsored projects and departmental sales projects. This may include some or all aspects of awards management; i.e., pre-award, award and post-award. At all times the business manager serves as the primary point of contact for public service faculty in matters related to awards management to include, but not limited to:
  • Negotiation, development, preparation, and management of necessary proposals, agreements, contracts, subcontracts, sales orders, invoices, or grants with internal and external constituencies;
  • Analysis and preparation of regular reporting and other data resources to assist public service faculty, as well as other internal and external constituencies, in ensuring adherence to their respective scopes of work and related budgets, and when necessary assisting with amendments, changes or corrective actions required;
  • Analysis and preparation of ad hoc reporting for the Institute of Government, University, sponsors or other entities as required;
  • Other necessary related duties.

Fiscal Affairs
The business manager provides coordination and management of assigned Institute of Government fiscal operations and oversees assigned accounts ensuring compliance with internal, University, and Board of Regents policies and procedures. This includes, but is not limited to posting, reconciliation and reporting responsibilities and tasks including:
  • Management, reconciliation and reporting of fiscal transactions utilizing QuickBooks and other University Systems as an internal fiscal control as may be required and appropriate for assigned accounts within the policies and procedures;
  • Preparation, submission and management of financial transactions to include journal vouchers, employee payroll, budget journals and other transactions as may be required and appropriate for assigned accounts within the policies and procedures;
  • Other necessary related duties.
