Responsibilities:
The Capability Development Specialist functions as an interface between the operations directorate, support directorate and mission partners to find creative, conventional and unconventional methods to exploit cyber capabilities to meet operational objectives. In this role, you will be expected to understand the desired operational capability needed by the customer and be able to provide cyber/IT solutions to support the operational requirements. This could include communication systems, cloud-based solutions, data processing, etc... The ideal candidate will have previous experience providing operational cyber support in the special operations community, DoD agencies and/or as part of Cyber Mission Force Combat Mission Teams, Combat Support Teams or National Teams. This position is embedded within the support directorate, the team member will also assist with system and network administration as needed.

Your essential job functions will include but may not be limited to:
- Function as a hybrid between DoD Cyber Workforce Framework roles, primarily Research and Development Specialist, Network Operations Specialist and System Administrator.
- Develop technological solutions to meet operational requirements.
• Assist with classified and unclassified system and network administration. - Evaluate commercial and government off the shelf systems for expanded and/or unconventional usages.
- Collaborate with stakeholders and vendors to develop technological capabilities and solutions.
- Research the exploitability of current and emerging technologies to meet customer needs.
- Evaluate the functioning of system and capability readiness to meet mission requirements.
- Integrate and translate cyber capabilities between operations and support functions.
- Assist with RMF and accreditation requirements for fielded solutions.
- Maintain DoDM 8140 requirements.
Qualifications:
Required:
- 10+ years of cyber related experience
- 5 years' experience working in a SAP (or equivalent) environment
- Knowledge of computer networking concepts and protocols, and network security methodologies.
- Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
- Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity.
- Knowledge of cybersecurity principles.
- Knowledge of cyber threats and vulnerabilities.
- Knowledge of specific operational impacts of cybersecurity lapses.
- Knowledge of cloud computing service models Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).
- Knowledge of cloud computing deployment models in private, public, and hybrid environments and the difference between on-premises and off-premises environments.
- Knowledge of penetration testing principles, tools, and techniques.
- Knowledge of information technology (IT) supply chain security and risk management policies, requirements, and procedures.
- Knowledge of network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth).
- Cyberspace capability development experience
- 5 years in classified systems/network administration
- 3 years in cloud development/administration
- Strong Microsoft Windows and *nix expertise
- Expertise in containerized applications
- Experience with DoD system accreditation requirements and processes (ATO)
- Expertise in network environments
- CompTIA Security+ or CASP+ required
- Prior Special Operations experience (JCOG/JCIE/JCU etc...) or
- Prior CMF CNMF/CMT/CST or
- CNODP graduate
- Programming/scripting expertise
- GCLD, GCSA, CCSP, GCIH, CCNP Security, OSCP
- Bachelor's degree in IT, Cybersecurity, Computer Science or related fields
