The Indian Affairs Department (IAD) is a resource for all federally recognized New Mexico Nations, Pueblos and Tribes (NPTs) by advocating for tribal interests through policy and legislative work at the State and Federal level, as well as supporting tribes with access to resources and funding opportunities. The Administrative Services Division helps administer funding of Capital Outlay (CO) and Tribal Infrastructure Funds (TIF) to NPTs throughout New Mexico.

Why does the job exist?

This position oversees and manages the budget of the IAD and carries out all financial transactions needed for daily operations/functions of the IAD to be in compliance with the standard accounting practices used by the state of New Mexico.

How does it get done?

This position is responsible for:

* The development, implementation, continuous monitoring, and improvement of the agency's budget, finance and financial internal controls.
* Manages all financial transactions and ensures budgets, funding sources and all CO funds are accounted for accurately utilizing MAP's practices.
* The general fund allocation in addition to millions of severance tax bonds issued to the Tribal Infrastructure Board.
* Implements and maintains appropriate sound financial controls and ensures compliance with such controls and established practices.
* Leads external annual audit and oversees internal audit controls.
* Manages the Accountant Auditor Supervisor and Accountant Auditor staff ensuring the integrity and accuracy of financial transactions.

Nations, Pueblos and Tribes in New Mexico, tribal serving organizations, Cabinet Secretary and Deputy Secretary of IAD, Department of Finance and Administration, and State Legislators.

Minimum Qualification

Bachelor's Degree in Business Administration, Accounting, Finance or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance or Auditing; to include two (2) year of experience with PeopleSoft: Oracle Financials or similar software system; and to include three (3) years of managerial or supervisory experience. Four (4) years of experience in Accounting, Finance or Financial Auditing may be substituted for the required degree.

A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.

Employment Requirements

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual Display Terminal (VDT) and extensive computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel to meetings and conferences is required.
