Posting Details

Our mission is to protect the integrity of New Mexico's livestock industry. Our team of about sixty full-time inspectors and another sixty full and part time deputies continuously patrol and perform inspections around our state to help keep our livestock free from disease and safe from theft. We are also the office of the State Veterinarian, whose team collaborates with various government and private sector partners to ensure that our state remains free of diseases.

Why does the job exist?

To complete all duties and tasks associated with the Chief Financial Officer delegated to this position by the Director. This delegation of these responsibilities requires this position to manage our agency¿s accounting function to ensure that the model accounting practices established by DFA/FCD are followed. This involves, at a minimum, supervising, monitoring and controlling each of the twelve responsibilities and duties cited in NMAC 2.20.5.8, CHIEF FINANCIAL OFFICER AND ASSIGNMENT OF RESPONSIBILITIES.

How does it get done?

As the Chief Financial Officer this position is responsible for ensuring that: Internal control structure exists at the state agency and is functioning properly. That all transactions are recorded daily in the agency's accounting records. That transaction is properly classified in the agency's records. That cash account records are reconciled timely each month to FCD's reports and state treasurers reports. That all transactions comply with federal and state law and that all expenditures have a public benefit or purpose, are necessary, and are consistent with the appropriation and comply with Section 6-5-3 NMSA 1978, as amended. All accounting systems, including subsidiary systems, record transactions timely, completely, and accurately. Payments to vendors are accurate, timely and the state agency has certified they are for services rendered or goods received in accordance with Section 13-1-158 NMSA 1978, as amended. That all reporting of financial information to the state agency's management and to oversight agencies and entities must be timely, complete, and accurate.

Prepare agency's budget request and appropriated operating budget. Meet all deadlines and requirements mandated by LFC & DFA in accordance with the budget.

To maintain and oversee the day-to-day operations of the Financial Department. Supervise the receivables and payables Financial Specialists to ensure that daily duties are completed on a timely basis. Maintenance of budget including the preparation and submittal of BARs as required. Review of financial reports to analyze economic activity and financial position. Interpret and report resulting accounting information, i.e. cash position, budget status and outstanding obligations to management and Board members monthly. Monitor and track Federal expenditures and funding of Cooperative agreements and prepare quarterly financial reports.

Ensure that the agency's annual financial statements are prepared and audited by the deadline established by the state auditor and the audit report includes an unqualified opinion.

Ideal Candidate

Experience with state finance rules and regulations.
Working experience in the New Mexico SHARE Financials program.
Working experience with annual audit requirements.

Minimum Qualification

Bachelor's Degree in Business Administration, Accounting, Finance or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance or Auditing; to include two (2) year of experience with PeopleSoft: Oracle Financials or similar software system; and to include three (3) years of managerial or supervisory experience. Four (4) years of experience in Accounting, Finance or Financial Auditing may be substituted for the required degree.

A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.

Employment Requirements

Must maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer, tablet, printer, calculator, hole-punch, cellphone, copy machine, scanner, keyboard, and telephone usage. Some sitting, standing, bending and reaching may be required. Occasionally work extra hours, on weekends and holidays. Some travel maybe required.
