MINIMUM QUALIFICATIONS:

The Chief Operations Officer performs highly advanced policy
administration and managerial work providing direction and
guidance in strategic operations, planning, and implementation of
organizational objectives. Work involves strategic planning, state agency
administration, establishing goals and objectives, establishing
priorities, standards, and measurement tools for determining progress
in meeting goals, working closely with the executive director on the
day-to-day operations of the agency; and planning, assigning, and
supervising the work of others. Works under minimal supervision with
extensive latitude for the use of initiative and independent judgement.

YOU QUALIFY WITH

A bachelor's degree and fifteen (15) years of full-time, wage-earning
experience in a criminal justice or governmental agency, or management
or oversight of a program which includes duties such as setting goals,
developing methods to meet goals, monitoring progress, evaluating results,
and authorizing changes to program policies and procedures, and independently
making decisions and solving problems related to the program. Six (6) of the
fifteen (15) years must be in a supervisory role. Additional
experience can be substituted for the bachelor's degree.

YOU ARE A GREAT FIT WITH

1. Knowledge of local, state, and federal laws and regulations
relevant to the program areas and principles and practices of
public administration and management.

2. Knowledge of agency and departmental organizational structure,
policies, procedures, rules, and regulations.

3. Ability to direct and organize program activities and establish
program goals and objectives that support the strategic plan.

4. Proven ability to identify problems, evaluate alternatives, and
implement effective solutions while interpreting and applying
rules, regulations, policies, and procedures.

5. Experience directing the development and evaluation of agency
policies and procedures.

6. Ability to successfully communicate ideas and instructions
clearly and concisely, and ability to coordinate with other
staff, departments, officials, agencies, organizations, and
the public.

**The salary for an ERS Retiree (or non-contributing member) will
be 2.5% less.**
