Job Description

Purpose:

Under the direction of Laboratory director, work as a blood bank laboratory manager and responsible for but not limited to; day-to-day supervision and overseeing technical/laboratory operations and staff, test performance, leading and coaching the team, development and performance evaluation of the staff and financial/inventory management, staff scheduling, rotating weekends/shifts, doing bench work on need basis and or other assigned tasks required for patient safety/optimal patient care and smooth operations. Collaborates with other sections and other areas within institution to provide highest quality of care.

Specific Duties and Responsibilities:
• Supervising testing personnel, monitoring and ensuring that acceptable performance specifications are maintained, including review of quality control, scheduled instrument and equipment maintenance and other quality assurance activities as assigned. Ensuring test system performance by initiating preventive and/or remedial actions when test procedures deviate from the laboratory's established performance specifications and in the event of nonconformances, ensuring that test results are not reported until corrective action has been taken and the test is performing according to laboratory established performance specifications. Verifying that personnel are trained and deemed proficient prior to performing testing on patient specimens independently, ensuring that staff have competency assessments as needed and ensuring action is taken when personnel do not perform as expected on competency assessments.
• Compliance with standard operating procedures (SOPs), communication, including bringing problems and non-conformities to the attention of laboratory management/leadership and problem-solving capabilities, allocation of assets for effective daily laboratory operations and personnel management. Follows standard precautions, patient confidentiality/privacy/HIPAA/PHI/safety/infection control policies, use appropriate PPE, decontaminate bench surfaces or equipment and does documentation as appropriate. Review of applicable test results daily and or in his/her next duty period, Proficiency testing performance management/monitoring and preliminary review prior to director final review and approval, staff training/competency assessment, providing orientation to testing personnel, overseeing/performance and preliminary review of test methodology performance studies only (no approval), SOPs' review, supervisory and quality control review, maintaining a safe laboratory environment for employees and patients, training/competency assessment and other CLIA-required roles not performed by the laboratory director. Responsible for managing blood and blood products and overall blood bank operations/maintenance.
• Following laboratory's pre-analytic and analytic procedures and maintaining records of tests, maintaining records that demonstrate that proficiency testing samples are tested in the same manner as patient specimens. Perform patient testing, adhering to the laboratory's quality assurance procedures, including documenting all quality control activities, instrument and equipment verifications, maintenance and preventive maintenance, following the laboratory's policies and procedures whenever test systems are not within the laboratory's established performance specifications, identifying and documenting problems that may adversely affect test performance, and notifying the supervisor, assistant director(s) or director and documenting all corrective actions taken when test systems deviate from the laboratory's established performance specifications. Complies with patient confidentiality/safety/privacy, HIPAA and PHI rule, maintains standards of care, work on laboratory goals to prioritize patient safety/care and respond to inquiries courteously/accurately and in a timely manner. Promote safe, cooperative and professional health care environment for patient/public health safety, optimal patient care, best laboratory practices, rules/regulations and demonstrates standards of performance and behaviors.
• Leading and coaching the team, staff development and performance evaluation and financial/inventory management. Coordinates department staffing and scheduling to ensure adequate shift and skill coverage and maintains laboratory/compliance records. Ensures adequate operating supplies, specimen handling and management including all pre-analytical, analytical and post analytical processing, recording/tracking of specimens, monitors/checks and document environmental conditions, physically inspect reagents, controls, calibrators and other supplies, checks lot number and expiration dates and does required documentation. Ensures Shift to shift communication to staff and supervisors about pending tasks, ongoing compliance and tasks that needs to be accomplished timely to avoid safety and patient care issues for efficient laboratory operations. Assist in staff hires, training, performance appraisals and ensures tasks are timely completed. Manage, plan, organize and evaluate functions including, but not limited to financial management, site operations, department/institution PI process, develop, implement, and evaluate approved processes to achieve department/service line strategic goals. Knowledgeable about contents of SOPs relevant to scope of services. Keeps self-abreast with knowledge and developments in laboratory medicine and compliance with continuing education requirements. Minimum Qualifications

For Appointment to Level VI
1. In addition to being licensed as a clinical laboratory technologist by the NYSED, candidates
must also meet one of the qualification requirements of a laboratory supervisor, as outlined in
Title 10, Section 58-1.4 of the New York Public Health Law; and
2. Two (2) years of experience overseeing laboratory operations, creating and establishing
laboratory programs and reviewing and interpreting safety data, in a hospital or health care
setting; and
3. Successful completion of NYC Health + Hospitals' Supervisor Development Program within
three (3) months of appointment or promotion.

Department Preferences

Certified as Medical laboratory scientist, American Society of Clinical Pathology.
